The MEDFORD HOUSING AUTHORITY, the Awarding Authority, invites sealed bids
from Contractors for the Phase III Envelope Modernizations at (AMP-1) at Willis Avenue
in Medford, Massachusetts, in accordance with the documents prepared by
HELENE·KARL ARCHITECTS, INC.
The Project consists of but not limited to:
Demolition of existing wood fiber clapboard siding, shingle siding and building paper down
to existing exterior wall sheathing. Installation of new vinyl windows, window shades, and
fiber-cement clapboard siding & shingles including solid PVC trim. Replacement of
existing gutters and downspouts, drip edge, roof fascia and soffit. Repainting existing
columns and porch rails. There are two types of buildings (A & B).
The Base Bid shall include two (2) A type buildings (6 units) and two (2) type B buildings
(4 units). Note: While not tested, proceed with the Work as if the window subframe, and
the wood shingle siding (under the wood fiber siding) contain lead paint and follow the
protocols noted on drawing R-101 (Lead Paint Notes).
Bids are subject to the Federal Davis Bacon Wage Determination (only). The work to be
performed under the contract is subject to the requirements of Section 3 of the Housing
and Urban Development Act of 1968 (12 U.S.C. 1701u) as well as additional HUD forms
and Equal Employment requirements, as set forth in the project manual.
This project is being funded with federal financial assistance and therefore subject to the
domestic content procurement preference requirements set forth in Title IX of the
Infrastructure Investment and Jobs Act (IIJA), Pub.L.117-58, §§ 70901 et seq. (“Build
America, Buy America Act” “BABAA”).
To ensure accurate accounting and documentation, the Awarding Authority will administer
the construction using BidDocs’ construction software. This is a contractual requirement;
no alternative software will be accepted. The Awarding Authority will pay for the
associated software costs, not the Contractor.
The work is estimated to cost $1,200,000.00.
All bidding Requests for Information (RFIs) shall be submitted online by 03/20/2026 at
12:00PM EDT for general bids.
Bids are subject to M.G.L. c.149 §44A-J & to minimum wage rates as required by
M.G.L. c.149 §§26 to 27H inclusive.
THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL
NOT BE ACCEPTED. Please review the instructions in the bid documents on how to
register as an electronic bidder. All Bids shall be submitted online at www.biddocs.com
and received no later than the date and time specified.
General bidders must be certified by the Division of Capital Asset Management and

General bids and sub-bids shall be accompanied by a bid deposit that is not less than five
(5%) of the greatest possible bid amount (including all alternates), and made payable to
the MEDFORD HOUSING AUTHORITY. Note: A bid deposit is not required for Projects
advertised under $50,000.
