This is a Request for Proposal (RFP), issued by the United States Postal Service (USPS) Office of Inspector General (OIG) for a qualified Supplier to provide Respirator User Medical Clearance services to USPS OIG employees. These services include the delivery and review of the Occupational Safety and Health Administration (OSHA) Respirator User Medical Evaluation Questionnaire, Pulmonary function tests, and Quantitative respirator fit testing and reporting. The OIG anticipates awarding a firm-fixed price ordering agreement as a result of this RFP.
The USPS OIG maintains offices in 97 locations across the United States, including Hawaii and Puerto Rico (see 6HQOIG-25-A-0003, Attachment 4 – USPS OIG Office Locations). The supplier must execute this process in two phases:
Phase 1: The USPS OIG currently requires fit testing for an estimate of 230 current employees within one year.
Phase 2: Fit testing services will also be provided for select employees on an ongoing, as needed basis.
The anticipated contract period of performance includes a one year base period with a start date of 03/24/2025 and four, 1-year option periods.The contract period of performance start date may be adjusted depending on the timing of the completion of the RFP process. Included in this RFP are the following:
(1) PS Form 8203;
(2) Solicitation Provisions and Contract Clauses;
(3) Attachment 1 - Additional OIG Terms and Conditions;
(4) Attachment 2 - Statement of Work;
(5) Attachment 3 - Proposal Instructions; and
(6) Attachment 4 - USPS OIG Office Locations.
Proposals submitted in response to this RFP must be done so in accordance with all of the above.
