1411901446 (RFP) Design Services for Riverview Septic Tank Phase Out Project Engineering Addendum 6

JEA is soliciting qualifications for professional design and engineering services for the Septic Tank Phase Out (STPO) program initiated by the City of Jacksonville ordinance 2016-490. The Septic Tank Phase Out Program was approved by the Jacksonville City Council on August 23, 2016. Thirty-five (35) areas have been identified for septic tank phase out due to failing septic systems that could have negative environmental and health impacts. Following an Interagency Agreement between the City of Jacksonville and JEA, multiple septic tank phase out priority areas have been studied, a ranking was developed, and the three (3) top tier projects are underway (Biltmore, Beverly Hills, and Christobel), converting existing septic system users to conventional gravity sewer. The Riverview neighborhood is also considered a top tier project and as a result will be designed when it achieves the required public participation in the program.

The Riverview STPO scope of services to be performed shall consist of conceptual design, final detailed design services, construction management and inspection services during construction for sewer system improvements, which may include pump station(s), gravity sewer and/or vacuum-style collection system infrastructure, and water main distribution system and other infrastructure improvements within project rights-of-way. It also includes individual final detailed design of the on-site water and sewer connection to each existing structure participating within the project footprint. Design services will include proper abandonment of septic tanks on the non-vacant lots that are participating. Design services for non-residential properties may be included in the scope of services.
