Summary

The City of Newport News (the “City”) is seeking bids from qualified firms (the “Bidder” or “Contractor”) to furnish the goods and/or services described herein and bids will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Tuesday, February 10, 2026 at 2:00 pm (local prevailing time).

The purpose of this Invitation for Bids (IFB) is to establish a contract with one or more qualified Bidders for the provision of Intelligent Transportation System (ITS) equipment. The equipment includes closed-circuit television (CCTV) cameras and traffic signal malfunction monitoring units. This contract is for the provision and delivery of these items only. The City will be responsible for the installation of all items procured under this contract.

State Project#: U000-121-312.

FHWA#: 45121.

Fed#s: P101-CMAQ-5B03(033), N501-CMAQ-5B03(564) (CN Phase).

The required items shall comply with the Virginia Department of Transportation Road and Bridge Specifications, latest edition; and the Virginia Department of Transportation Road and Bridge Standards, dated 2016; the Virginia Work Area Protection Manual Revision 2, dated September 1, 2019; the 2009 edition of the MUTCD, Revision 2; and Supplemental Specifications, Special Provisions and Special Provision Copied Notes in this contract.

Notice: The City, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C.§§ 2000d to 2000d-4) and the Regulations, hereby notifies all Bidders that it will affirmatively ensure that any contract entered into pursuant to this solicitation/advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
