Description:

Located on the west side of The City of Gahanna, Stygler Road, Agler Road, and US-62 corridor(s) serves as a main entry point into and out of the City. Acting as the City’s ‘front door’, the western terminus of US-62 provides access to I-270, I-670, downtown Columbus, and John Glenn International Airport. To the east, US-62 provides access to The City of Gahanna’s downtown. Agler Road lies north of US-62, running parallel to the route. Stygler Road travels north-south, intersecting both roads and forming two signalized intersections. US-62 and Agler Road connect The City of Gahanna’s downtown to the interstates and airport, whereas Stygler Road connection to both residential and commercial areas north and south of the project area. This corridor is faced with two main challenges: its proximity to the interstates and The City of Gahanna’s downtown, and the intersections’ proximity to one another, creating a unique geometry.

Given the location of this corridor, these roads see high traffic volumes: according to recent data from the Ohio Department of Transportation, 28,598 vehicles, and 13,116 vehicles traverse US62 and Stygler Road, respectively, per day. This has resulted in poor levels of service at several points throughout the day. Nearby development projects risk worsening these levels of service, increasing delays and queuing. The combination of high traffic demand, congestion, and operational constraints has also contributed to an elevated potential for crashes, particularly rearend collisions and turning-related conflicts at intersections. With anticipated nearby development, these conditions are expected to worsen, leading to further degradation in operations, increased delay, and a higher frequency and severity of crashes if improvements are not implemented.

This corridor is further complicated by the proximity of the intersections: the intersections of Stygler Road and Agler Road and Stygler Road and US-62 are only 200 feet apart. Insufficient queue capacity has been a major restraint in past efforts to improve levels of service. Previous efforts to widen the roads and conduct signal updates provided some relief, albeit temporarily. The existing infrastructure has been maximized, and a complete solution is necessary to obtain lasting results for future commuting patterns in this area.

The goal of the preferred alternative is to solve transportation issues, maximize the economic development opportunities in the area, increase walk-and-bikeability, address future development expectations, and minimize impacts. The preferred alternative shall incorporate Complete Streets principles to safely accommodate all users, including pedestrians, bicyclists, transit users, freight, and motorists of all ages and abilities. The design shall also consider Smart Streets technologies, leveraging data, intelligent systems, and emerging mobility solutions to improve safety, efficiency, and long-term adaptability of the corridor.

This intersection has been the focus of several studies. Between 2016 and 2018, Carpenter and Marty conducted a feasibility study of several preferred alternatives to mitigate congestion and safety issues. The study can be found on the City of Gahanna’s website. This study provided an important foundation for improvements. However, as the traffic counts in the study are now outdated, an up-to-date evaluation of the corridor is needed.

Below is a potential conceptual design for improvements to the corridor, prepared by Burgess and Niple in July of 2025. This material is only provided as a reference for past evaluations, and does not need to influence, or be reflected in, the preferred alternative. Please note that the roundabout shown at the intersection of West Johnstown Road and S Stygler Road is outside the scope of this RFP and should not be reflected in proposals. The design team is to develop specs/plan sheets for the sewer and coordinate with the City's other consultants on the utility project.

Through this project, the City of Gahanna seeks to address several challenges in the current physical environment(s), and meet certain goals and objectives in a new environment, including but not limited to:

  1. Redesign intersections to accommodate current traffic demands as well as future development.
  2. Address both vehicular and pedestrian safety concerns.
  3. Improve the level of service along each of these corridors.
  4. Plan for and accommodate future economic development in this and the surrounding area.
  5. Minimize disruption to the surrounding area.

To address these challenges and meet future needs, the City of Gahanna has initiated a project to adequately plan for, select, and execute a project to perform Engineering design services for Intersection & Roadway Improvements of Stygler\Agler\US 62.

Prequalification Requirements
Prequalification requirements for this agreement are listed below. For all prequalification
categories other than FINANCIAL MANAGEMENT SYSTEM EVALUATION the requirement may
be met by the prime consultant or a subconsultant.
Also, please note that only individuals (not firms) are prequalified for right of way acquisition
services. In instances where prequalification for these services is required, a prequalified
individual, either employed by the prime consultant or a subconsultant, must be named to meet
the requirement.
For agreements that require prequalification in FINANCIAL MANAGEMENT SYSTEM
EVALUATION, the prime consultant and all subconsultants that provide engineering and
design-related services must be prequalified in this category. Engineering and Design Related
Services are defined as follows:
Program management, construction management, feasibility studies, preliminary
engineering, design engineering, surveying, mapping, or architectural related services with
respect to a highway construction project subject to 23 U.S.C. 112(a) as defined in 23 U.S.C
112(b)(2)(A); and
Professional services of an architectural or engineering nature, as defined by State law
(ORC 5526), which are required to or may logically or justifiably be performed or approved
by a person licensed, registered, or certified to provide the services with respect to a
highway construction project to 23 U.S.C. 112(a) and defined in 40 U.S.C. 1102(2).

payment method will be determined during the scope of services and negotiation process.

The City of Gahanna will directly select a consultant based on the Letter of Interest (LOI). The
requirements for the LOI and the Programmatic Consultant Selection Rating Form that will be
used to select the consultant are shown below.

Requirements for Letters of Interest, Programmatic Selection Process
A. Instructions for Preparing and Submitting a Letter of Interest
1. Provide the information requested in the Letter of Interest Content (Item B below),
in the same order listed, in a letter signed by an officer of the firm. Do not send
additional forms, resumes, brochures, or other material.
2. Letters of Interest shall be limited to ten (10) 8½" x 11" single sided pages plus
three (3) pages for the Project Approach (Item B.5 below).
3. Please adhere to the following requirements in preparing and binding letters of
interest:
a. Please use a minimum font size of 12-point and maintain margins of 1" on
all four sides.
b. Page numbers must be centered at the bottom of each page.
c. Use 8½" x 11" paper only.
d. Bind letters of interest by stapling at the upper left-hand corner only.
Do not utilize any other binding system.
e. Do not provide tabbed inserts or other features that may interfere with
machine copying.
