Introduction
The City of Malibu (City) is seeking competitive proposals from qualified transit and
charter operators to provide comprehensive transportation services at City special events
(within Malibu) and programming (outside City limits). This Request for Proposal (RFP)
encompasses two distinct community needs: dedicated shuttle operations for large-scale,
city-sponsored special events along the Pacific Coast Highway corridor, and specialized
bus services for recreational and cultural programs, such as excursions, organized by the
Community Services Department.
The City intends to select a partner capable of delivering safe, reliable, and fully ADA-
compliant fleet solutions, paired with professional drivers trained to support Malibu’s
residents and visitors. The selected contractor (Contractor) will be held to a high standard
of excellence, provide excellent customer service, and respond promptly to City requests.
Background
The City of Malibu (City) is a coastal city located in the northwestern portion of Los
Angeles County, California, along 21 miles of the Pacific Ocean, and has a population of
approximately 10,604. The City hosts approximately 15 million visitors a year. The City is
a general law city incorporated under California law in 1991. It operates under the
Council/Manager form of government and is considered a contract city. The five Members
of the City Council are elected at large and serve staggered four-year terms, with the
Mayor being selected from among the Councilmembers on a rotational basis. The City
currently has 113 full-time employees and 15.58 full-time equivalent part-time employees.
The City provides several services in-house, including management and administrative
services, building and safety, community services, environmental sustainability, planning,
public safety, public works, and engineering. The City’s Adopted Fiscal Year 2026-27
General Fund Operating Budget for ongoing expenditures is $64.9 million, and the City’s
Total General Fund Expenditure Budget is $71.9 million.
Scope of Work
The Contractor shall coordinate shuttle operations for large-scale, City-sponsored special
events and provide specialized bus services for recreational and cultural programs
managed by the Community Services Department. A key component of this contract is
transportation for Malibu Senior Center excursions.

The Contractor must operate safe shuttle services, manage personnel, provide driver and
personnel training, develop administrative procedures, prepare performance statistics
and financial records, and develop methods to maximize service efficiency.
1. General Specifications
1.1 Statement of Work – The Contractor shall provide shuttle operations
encompassing two distinct community needs: dedicated shuttle operations
for large-scale, city-sponsored special events along the Pacific Coast
Highway corridor, and specialized bus services for recreational and cultural
programs, such as excursions, organized by the Community Services
Department. The Contractor is responsible for providing all vehicles,
maintenance, personnel, supplies, and equipment connected to the
services performed under the Agreement. All materials are subject to the
approval of the City of Malibu’s Contract Administrator or their designated
representative (Contract Administrator).
1.2 Term and Extension – The length of the Agreement shall be three years
with the option to extend the Agreement under the same terms and
conditions for up to an additional three-year period from the date of
expiration, provided that both Parties mutually agree in writing to such
extension, which is subject to City Council approval. The total maximum
length of the Agreement is six years. The City may cancel the Agreement
upon thirty (30) days written notice. The Contractor may cancel the
Agreement with the City upon thirty (30) days written notice.
1.3 Transportation Program Specific Requirements
a. For the duration of the Agreement, the Contractor must maintain a
valid California Transportation Charter Permit (TCP) with all cars
and drivers per the California Public Utilities Commission (CPUC)
requirements.
b. Description and Hours of Service
a. The Senior Center hosts monthly recreational and cultural
excursions. Hours vary; however, hours will not be earlier
than 7:00 AM or later than 7:00 PM. Shuttle will depart from
Malibu Bluffs Park, 24250 Pacific Coast Highway, Malibu, CA
90265. Transportation locations will vary in Los Angeles,
Orange, Santa Barbara, and Ventura Counties.
b. The City hosts special events requiring shuttle services to and
from various parcels in the City of Malibu. The average
number of special events are four to six days per year. Hours

vary; however, hours will not be earlier than 6:00 AM or later
than 10:00 PM.
c. Vehicles
a. Vehicles will be provided and maintained by the Contractor
including a 15 passenger, 20 passenger and 24 passenger
vehicle/motorcoach (or comparable numbers).
b. Wheelchair-accessible vehicles are required. Attendees
riding the shuttle(s) may have wheelchairs, scooters, or other
special needs.
c. The City reserves the right to inspect and accept or reject any
vehicles used. The vehicles and their maintenance must
meet all Federal, State, and local requirements and industry
standards for public transportation vehicles.
2. Contractor’s Personnel
The Contractor shall be responsible for the satisfactory work performance of all
employees as described in the RFP or any reasonable performance standard
established by the City. The Contractor shall pay all employees' wages and
benefits. Without any additional expense to the City, the Contractor shall comply
with the requirements of employee liability, worker's compensation, employment
insurance, and Social Security. The Contractor shall hold the City harmless and
defend the City from any liability, damages, claims, costs, and expenses of any
nature arising from alleged violations of personnel practices.
During the performance of this contract, the Contractor warrants that it will provide
equal opportunities and that the Contractor will take affirmative action to ensure
that its employment practices, persons employed, and employees are treated
equally and without regard to, or because of race, creed, color, national origin, sex,
age, physical handicap, or medical condition.
a. The City reserves the right to reject the Contractor’s workforce
personnel. It shall be the Contractor’s responsibility to replace such
rejected workers in a manner that will not affect the execution of the
responsibilities specified in the Agreement.
b. The City will not recognize any holidays as paid holidays for
Contractor employees.
c. All employees must be at least eighteen (18) years of age,
appropriately trained, and qualified for the work assigned to them. All
employees must be able to follow directions and be physically
capable of performing their duties.

d. The Contractor shall provide employee uniforms to personnel
assigned to the program so that the Contractor’s employees can be
easily identified. Uniforms shall bear the employee’s name and the
company’s name or logo and present a professional appearance.
2.1 Vehicle Operators - Vehicle operators shall work on a schedule that will
ensure a consistent and overall high quality of service. Vehicle operators
must have a California Driver's License and other required certificates,
licenses, and training required by applicable Federal, State, and local
regulations. Each operator shall maintain a valid County of Los Angeles
License as applicable. All vehicle operators must meet the minimum
standards listed below. At a minimum, employee qualifications should
include:
a. Not have been convicted of driving while intoxicated or under the
influence of controlled substances within the preceding five years,
or not have criminal charges pending for an offense for driving while
intoxicated or under the influence of controlled substances.
b. Not be addicted to the use of alcohol or controlled substances.
c. Not be subject to outstanding warrants for arrest.
d. Able to read, write, and speak English. Bilingual skills in Spanish are
highly desirable.
e. Thorough knowledge or research of the service area.
f. Sensitivity to passengers' needs, including assisting passengers
upon their request.
g. Able to address complaints and problems professionally with care
and consideration.
Vehicle operators must be trained in all operational procedures relating to the
transportation service. Training must include customer service techniques for
interacting with the public in a helpful and courteous manner, basic
information about the City of Malibu, and sensitivity and empathy training
directed towards the needs of elderly and passengers with limited mobility,
in compliance with the Americans with Disabilities Act. Contractor shall
describe how it will maintain an ongoing employee safety and training
program.
