Requests For Qualifications (RFQ) for West Alexandria Wastewater Capacity and Planning Study.
1. Introduction and Purpose:
The City of Alexandria, Louisiana, is requesting Statements of Qualifications (SOQs) from qualified
engineering and design professionals to perform a comprehensive Wastewater Collection and
Treatment System Capacity and Planning Study. The purpose of this study is to evaluate the City’s
existing wastewater collection and treatment infrastructure, identify current deficiencies, assess
capacity for future growth, and develop a 20-year plan to guide capital improvements.
2. Scope of Services:
A. Wastewater Treatment Facility Evaluation Assess existing treatment capacity, process
performance, regulatory compliance posture, and remaining useful life of major assets.
B. Collection System Assessment Inventory gravity mains (sizes, materials, condition) and
evaluate sewer pump stations (design capacities, firm capacity, condition, and redundancy).
C. Conduct Hydraulic Analysis of existing system; identify choke points; prepare hydraulic
benefits modeling of improvements.
D. Future Growth & Service Area Planning Evaluate areas of anticipated residential,
commercial, and industrial growth within/adjacent to the service area.
E. System Capacity Alternatives Analysis Compare alternatives: improvements to the existing
plant versus additional/parallel treatment capacity.
F. Capital Improvement Planning & Costs Develop planning-level budgets for prioritized
improvements and provide recommended sequencing and timelines.
3. Study Objectives:
A. Quantify current system deficiencies and risks to reliability/compliance.
B. Define capacity needs for a 20-year planning horizon.
C. Recommend cost-effective improvements to serve both existing demands and anticipated
growth.

D. Provide a prioritized, budget-level Capital Improvement Plan (CIP).
4. Deliverables:
A. Comprehensive Planning Report with executive summary, findings, alternatives, and
recommendations.
B. System maps/figures and GIS layers (existing and proposed).
C. Prioritized Capital Improvement Plan (CIP) with implementation timeline.
D. Planning-level cost estimates and assumptions.

6. SOQ Submittal Requirements:
Submit five (5) hard copies and one (1) electronic PDF containing the following information:
A. Cover Letter:
1. Identify the RFQ for which the statement has been prepared.
2. Briefly state the firm’s understanding of the services to be performed and make a
positive commitment to provide the services as specified.
3. Provide the names of the persons authorized to serve as point of contact and to represent
the respondent's firm, their titles, addresses, phone numbers, and email addresses.
B. Firm Overview: Provide information on the size, resources, personnel resources, current
workload and brief history of the firm. Describe the firm's location where the primary services
are to be provided and the ability to meet in person during the performances of this contract
(capabilities, relevant disciplines, office locations, etc.).
C. Relevant Project Experience: Provide information on the experience of the proposed team
members in wastewater system operations, capital improvement planning, wastewater
collection and treatment design experience, preparation of similar master plans, etc.
D. Project Team: Organization chart, roles, résumés for key staff, Louisiana licensure, etc.

E. Project Understanding & Approach: Methodology, data needs, modeling approach, schedule
concept, etc.
F. Insurance: The selected consulting firm, design professional, or company will be required to
show evidence of Professional Liability Insurance in the amount of $2,000,000 prior to
commencing work.
G. References from clients: Provide at least three (3) references for which your firm has provided
master planning, capital improvements planning, wastewater collection and treatment systems
design, or similar services. Include point of contact, current telephone number and description
of the services.

10. Minority and/or Disadvantaged Business Enterprise (DBE) Firm Participation:
Under the City of Alexandria's AFEAT (Alexandria Fairness, Equality, Accessibility, and Teamwork)
Program, participation by minority and/or disadvantage business enterprise firms is encouraged. The
AFEAT Program should be inquired about through the Division of Finance. The goals for qualifying
disadvantaged, minority and female owned business in the use of professional service agreements
with prime consultants will help effectuate the goals of increasing: the competitive viability of small
business, minority and women business ownership by providing contract, technical, educational and
management assistance; business ownership by small business persons, minority persons and women
(including professional service opportunities); and the procurement by the COA of professional
services, articles, equipment, supplies, and material from business concerns owned by small business
concerns, minority persons and women.
Prime consultants offering subcontracting should take specific action to ensure that a bona fide effort
is made to achieve maximum results towards meeting established goals. Primes shall document
efforts and shall implement steps at least as extensively as the following in good faith effort to reach
or exceed the established goals:
A. Establish and maintain a Current list of minority and female owned businesses in Alexandria,
in Rapides Parish, and in the State of Louisiana.
B. Document and maintain a record of all solicitations of offers for subcontractors from minority
or female contractors and suppliers in Alexandria, in Rapides Parish, and in the State of
Louisiana.
C. Secure listing of minority and women owned businesses from the City of Alexandria
Purchasing Department, the Central Louisiana Business League, the Central Louisiana
Business Incubator, and the Entrepreneurial League System.
D. Designate a responsible official to monitor all activity made in the effort to achieve or exceed
the established goals; record contacts made, subcontracts entered into with dollar amounts, and
other relevant information.
