Description

This is a Notice of Proposed Contract Action Synopsis. There is no solicitation available at this time. Requests for a solicitation will receive no response. this Proposed Contract Action is publised to notify potential sources that the LBJ Job Corps Center intends to award a sole source firm-fixed price contract, on behalf of the USDA Forest Service, to All Service Heating and Air Conditioning for the immediate and urgent removal and replacement of two existing 5-ton cooling, 80,000 BTUh heating split HVAC systems in a twinned configuration in the B81 dormitory.



Interested persons may identify their interest and capability to respond to the requirement. Firms must have the equipment on hand and be able to install in Franklin, NC by 10 July 2025. This notice of intent is not a request for competitive quotes. A determination by the Govenrnment not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information recieved will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.



Date posted to SAM.gov: July 2, 2025. Date posting will close: July 9, 2025. The Notice of Intent to Award a Sole Source will be posted to SAM.gov for 7 days in accordance with FAR 5.203(a)(l). The North American Industry Classification System (NAICS) code is 238220. The Size Standard is $19 Million. The desired period of performance for the supplies and services is installed is July 10, 2025 to July 17, 2025. The responses to this synopsis will be used to confirm that this is a sole source requirement. This notice is not a Request for Proposals (RFP); it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding the contract. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this notice of proposd contract action.



Contractors who believe they possess the equipment on hand and are able to immediately install are to contact ian.barnes@usda.gov. Responses must be received no later than July 9, 2025 11:00 am EDT. All documentation shall become the property of the Government. Firms responding must indicate the following information: Indicate the business size: small business or disadvantaged business, veteran owned small business or HUBZone certified, indicate the appropriate NAICS code, and UEI #. This synopsis neither constitures a Request for Quote, nor does it restrict the Government to a particular acquisition approach. This synopsis should not be construed as commitment by the Government for any purpose other than market research.



A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government.



Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
