INVITATION TO BID NO. PC26-021
DOWNTOWN MARINA BOAT SLIPS
The City of Panama City, Florida, a Florida municipal corporation located in Bay County,
Florida (“City” or “Owner”), seeks bids from qualified, experienced, licensed marine
construction contractors to provide all supervision, labor, and equipment required for the
construction of forty-nine (49) wet slips and 21,343 SF wooden fixed dock within the
existing Panama City Marina West Basin in downtown Panama City, FL (the “Project”).
Bids will be received until Wednesday, June 17, 2026 at 11:00 AM CT, at which time
all bids received will be opened publicly in City Hall, Lower Level, Room 010, located at
501 Harrison Avenue, Panama City, Florida 32401.
The complete Invitation to Bid (“ITB”), including all specifications and bid forms are
available upon request to the City’s Purchasing Division by emailing the City’s Purchasing
Division at purchasing@panamacity.gov. Addenda, if any, will be posted on the City’s
website at https://www.panamacity.gov/bids.aspx and on the City’s Bonfire Portal at
https://panamacity.bonfirehub.com/portal/?tab=openOpportunities.
Non-Mandatory Pre-Bid Meeting. A non-mandatory pre-bid meeting will be held on
Wednesday, April 29, 2026, at 10:00 AM CT in City Hall Room 010 located at 501
Harrison Avenue, Panama City, FL. Attendance at the pre-bid meeting is encouraged but
not required.
Bids should be submitted through the City’s Bonfire Portal at
https://panamacity.bonfirehub.com/portal/?tab=openOpportunities. All bidders must be
registered with Bonfire. For assistance with registering on Bonfire or with bid submission,
please email the City’s Purchasing Division at purchasing@panamacity.gov.
No bid may be withdrawn for a period of sixty (60) days after the scheduled closing date
for the receipt of bids.
The City shall accept the Bid of the responsive and responsible bidder that best meets the
needs of the City, taking into consideration, among other things, cost effectiveness, the
financial responsibility of the bidder, capability to perform the contract on a timely basis,
previous satisfactory performance, and such other abilities of the bidder that the City, in its
sole discretion, determines will enable the bidder to perform effectively and efficiently.
The City reserves the right to accept or reject any and all bids, proposals, competitive or
otherwise, in whole or in part, to waive minor informalities in the solicitation documents,
