The County of Orange, Health Care Agency (hereinafter referred to as “County”), is soliciting proposals from qualified organizations (hereinafter referred to as “Respondents”) for Adult Peer Support, Wellness and Supported Employment Centers. The primary goal is to provide consumer-driven Wellness Center programs in the Central, West, and South Regions of Orange County for adults over 18 years of age, who have a mental illness and who may also have a co-occurring disorder, and who are relatively stable independently working on their recovery, but still require a support system to assist them in maintaining their stability while continuing to progress in their personal growth and development. The program shall focus on personalized socialization, relationship building, community integration, assistance with maintaining benefits, providing educational opportunities, setting employment goals and providing supported employment assistance. The existing service system is inundated with a vast number of members, many of whom are relatively stable and in search of the final steps to establishing recovery on a solid support base. Most often, the needs of this population are overlooked, and members often receive medication only services in a traditional treatment setting. Each Wellness Center shall provide members with a solid support base, help to maintain their stability, and provide support options not previously available within the public behavioral health service delivery system. The successful Respondent(s) shall clearly demonstrate in their proposal the ability to provide the requested services and how their organization's experience will help members solidify their social integration, community participation, educational goals and obtain competitive or volunteer employment. . Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein.
