Pursuant to N.C.G.S. 143-128 and 143-129 and County policy, sealed proposals endorsed “3820 N. Liberty
St. Restroom Renovations, FB26257” will be received by City/County Purchasing, City Hall, 101 North
Main Street, Winston-Salem, NC until the date and time listed above. Forsyth County reserves the right to
reject any or all proposals. Should less than three bids be received, the project will have to be re-advertised.
Contractors must be properly licensed as required by Chapter 87 of the North Carolina General Statutes to
bid and perform the work described herein as the general contractor. A 5% Bid Bond is required at time of
bid and 100% Performance & Payment Bonds will be required of the awarded contractor.

336-747-6939 during normal business hours. Bidders are encouraged to carefully read and understand the
contents of the Bidding Documents. The bid documents include a set of specs and plans. Bid documents

This project includes multiple restroom renovations at the title address.
The M/WBE subcontracting goals for this project are 10% MBE and WBE cumulatively.

** NOTICE OF PRE-BID **
A MANDATORY pre-bid conference will be held at 1:00 PM, June 24, 2026 at the project address
3820 N Liberty St, Winston-Salem, NC 27105. Park in the lot behind the WSFCS Maintenance facility
building.
The purpose of this conference is to explain the scope of work involved and to give prospective bidders
the opportunity to observe the existing conditions and work parameters. Staff will be present to answer
questions. Forsyth County will not entertain bids from firms who do not have a representative attend this
meeting. A sign-in sheet will serve as the attendance record
