Project Description: Hillsborough County intends to recommend the award of a noncompetitive procurement to Teledyne Instruments, Inc. (Teledyne), in the amount of $83,227.00, for the one-time purchase of ambient air calibrators and analyzers, specifically a T700 Dynamic Dilution Calibrator, T500 CAPS Trace-Level NO2 analyzer, T703 Photometric Ozone Calibrator, and T400 UV Absorption Ozone Analyzer as well as all associated parts and training. The instruments will replace aging or discontinued equipment currently in use by the Environmental Protection Commission (EPC) and will be utilized to monitor and collect ambient air data throughout Hillsborough County. The data collection and reporting will ensure the EPC continues to meet its contractual obligation with the Florida Department of Environmental Protection as well as the United States Environmental Protection Agency and will also be utilized to collect data in accordance with the Photochemical Assessment Monitoring Systems program. This procurement is being made in accordance with Section 3-208(2) of the County’s Procurement Policy as Teledyne is the exclusively manufacturer and provider of the instruments, which are required to maintain compatibility and interchangeability with the EPC’s existing ambient air monitoring system. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached quotations must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
