Solicitation Summary
The Maryland Department of Planning (MDP) is issuing this request for Proposals (RFP) to create an Assessment Report for the ARC ARISE program in Western Maryland. The Assessment Report will be completed by a vendor in coordination with the Western Maryland ARC Program, ARC, and regional stakeholders. Once the Assessment Report is completed, detailed analysis and recommendations shall accompany the document to support implementation of one (1) successful ARISE Program Grant Submission known as the "Priority Project", in collaboration with regional partners in Maryland and at least one (1) additional non-Maryland partner from one (1) of the other twelve (12) ARC states.
It is the State's intention to obtain goods and services, as specified in this RFP, from a contract between the selected Offeror and the State.
The Department intends to make a single award. See RFP Section 4.9 Award Basis for more Contract award information.
An offeror, either directly or through its subcontractor(s), must be able to provide all goods and services and meet all the requirements requested in this solicitation. The successful Offeror (the Contractor) shall remain responsible for Contract performance regardless of subcontractor participation in the work.
