Project Description: Sealed proposals will be received electronically via the PennBid Program by City of Lebanon, Lebanon County for the Coleman Memorial Park Pickleball Courts Project until 10:00 a.m. prevailing time on Friday, March 21, 2025 at which time the bids will be opened, with the bid results posted on PennBid shortly thereafter.

Each proposal must be accompanied by a certified check, bank cashier's check, trust company treasurer's check, or bid bond (in the required form) for ten percent (10%) of the bid total.
The base contract includes, but is not limited to, reconstruction of existing tennis courts into a pickleball court complex, resurfacing of the existing paved sports court complex, application of a new acrylic sports surface, addition of pavement and line painting at an adjacent ADA parking area, and other associated work as more fully described on the Construction Drawings.
Alternate 1 (additive) includes, but is not limited to, extension of outer red acrylic pickleball sports court surface to cover the entire paved sports complex area.
Alternate 2 (additive) includes, but is not limited to, installation of a Douglas VCP windscreen along the existing chain link fence surrounding the court complex.
Alternate 3 (additive) includes, but is not limited to, installation of three (3) sets of Douglas pickleball court divider panels, or approved equal, to separate pickleball courts within the complex.
The bidding process, contract, and conduct of the work must meet the requirements of the DCNR C2P2 Grant Contract, which has been entered into by the City of Lebanon and the DCNR. This agreement obligates the City of Lebanon to meet certain compliance requirements. If the said compliance requirements are not followed, funding for the project will be at risk. The bidders’ attention is directed to Exhibit A of the bid package, which contains the DCNR C2P2 Grant Contract requirements. This document outlines the specific requirements of the C2P2 grant program. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same.
Prevailing wage rates and record-keeping procedures established by Pennsylvania Department of Labor & Industry shall apply to the project.
A non-mandatory pre-bid conference will be held at 10:00 a.m. on Wednesday, March 12, 2025 at Lebanon City Hall, 735 Cumberland Street, Lebanon, PA 17042.
The City of Lebanon hereby reserves the right, which is understood and agreed to by all bidders, to reject any and all bids and to waive any omissions, errors, mistakes, defects, or irregularities in any bid at its sole discretion.
