Project Description: General Notice
Township of Spring (Owner) is requesting Bids for the construction of the following Project:
2025 Sanitary Sewer Upgrades
Entech No. 4644.014
Bids for the construction of the Project will be received electronically via the PennBid Program by the Township of Spring until 2:00 p.m. local time Wednesday, March 26, 2025. After bid opening, a public notice will be issued via PennBid containing any available bid results. It should be noted that bid results are subject to further review and should not be construed as issuance of an award.
The Project includes the following Work:
The project consists of the replacement of 1,110 LF of 8" PVC sanitary sewer pipe, 160 LF of 8" CIPP Lining, 2,800 LF of 10" PVC sanitary sewer pipe, 600 LF of 12" PVC sanitary sewer pipe, 26 manholes, 101 sewer laterals, and two storm inlets. In addition, temporary paving, final pavement restoration, temporary bypass pumping, and testing will be required and completed as part of this project.

All project documents are available at no cost via the PennBid Program (https://pennbid.bonfirehub.com).
Pre-bid Conference
A mandatory pre-bid conference for the Project will be held on Tuesday, March 11, 2025 at 11:00 a.m. at the Township of Spring WWTP, 1000 Reedy Road, Sinking Spring, PA 19608. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.
Instructions to Bidders.
For all further requirements regarding bid submittal, bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Attention is called to the fact Davis Bacon wage rates as determined by the US Department of Labor must be paid by the Contractors on this project and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012.
Any and all steel products used or supplied in the performance of the contract or any subcontracts shall be from steel made in the United States.
The Township of Spring hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received.
Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of one hundred twenty (120) days after the Bid Due Date.
