EPA Operation of a Vehicle Emissions Testing Program in the Cleveland/Akron Area

The purpose of this RFP is to solicit Proposals for a Contractor to oversee and conduct emissions testing in the Cleveland/Akron area.

The Offeror must propose a plan for an E-Check program that can achieve the emission reductions for an enhanced program as set forth in 40 CFR § 51.351(f), except that the test frequency must be biennial (every other year) rather than annual as per 40 CFR § 51.351(f)(3) and the program must include all vehicles less than or equal to 10,000 pounds GVWR. The Contractor must create an E-Check program that includes designing a test network plan, designing and constructing testing facilities if necessary, selecting and subcontracting with private inspection facilities that meet specific qualifications if needed, operation of testing facilities if needed, and management of inspection procedures.
The State will hold a mandatory virtual pre-Proposal conference on Thursday, February 13, 2025, at 10:00am Columbus, Ohio local time. The purpose of this conference is to discuss the RFP and the Work with prospective Offerors and to allow them to ask questions arising from their initial review of this RFP.

The conference will be held as a Microsoft Teams meeting. The names and email addresses for all attendees must be emailed to donna.davies@das.ohio.gov by 3:00 p.m. Columbus, Ohio local time on Wednesday, February 12, 2025. A Microsoft Teams meeting invite, including a phone number option, will be sent by end of day on Wednesday, February 12, 2025, to all identified attendees. Attendance will be taken promptly at 10:00am Columbus, Ohio local time.

Attendance at the pre-Proposal conference is a prerequisite to submitting a Proposal.
