Impact of Race and Culture Assessment (IRCA) are expert reports that help sentencing judges garner a better understanding of the effect of intersectional social justice issues, such as poverty, marginalization, racism, and social exclusion of Black Albertans of African Descent and other racialized Canadian offenders, and their life experiences. IRCA reports aim to uncover systemic racism that contributed to an offender's involvement in the criminal justice system through an intensive and comprehensive interview and reporting writing process. The assessment of historical, social, and cultural factors, will provide sentencing judges with a holistic representation of an offender's lived experience. Consequentially, IRCA reports will guide a rehabilitative release, including culturally appropriate programming.
The current PQR is required to recruit IRCA report writers as a necessary step in the implementation of the IRCA program in Alberta
