Project Description: 1.1 PROJECT INFORMATION
A. Notice: Qualified bidders are invited to submit proposals electronically via the PennBid Program (www.pennbid.net) for Project as described in this Document according to the Instructions to Bidders.
B. Project Identification: Rooftop Equipment Renovations Phase II at York County School of Technology
1. Project Location: 2179 South Queen Street, York, PA 17402
C. Owner: York County School of Technology, 2179 South Queen Street, York, PA 17402
D. Architect: MAROTTA/MAIN ARCHITECTS, 214 North Duke Street, Lancaster, PA 17602
E. Project Description: Project consists of rooftop mechanical unit replacement and associated electrical work.
F. Construction Contract: Bids will be received for the following Work:
1. Mechanical Construction.
2. Electrical Construction
1.2 BID SUBMITTAL AND OPENING
A. Owner will receive sealed proposals electronically via the PennBid Program until the time and date at the location indicated below. Owner will consider proposals prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:
1. Bid Date: 14 October, 2025
2. Bid Time: 2:00 p.m., local time.
3. Location: PennBid (www.pennbid.net)
1.3 BID SECURITY
A. Bid security shall be submitted with each bid in the amount of 10% percent of the proposal amount. No proposal may be withdrawn for a period of 60 days after opening. except as permitted under the Bid Withdrawal Act, 73 P.S. Section 1602. However, this time period is extended to 120 days if the award of a contract is delayed due to the required approval byanother government agency, the sale of bonds or the award of a grant.
B. Owner reserves the right to reject any and all bids and to waive informalities and irregularities to the extent permitted by Pennsylvania Law.
1.4 PREBID CONFERENCE
A. A pre-bid conference for all bidders will be held at the project site on 25 September, 2025 at 9:00 a.m., local time in the York County School of Technology Community Room (Building Door 1) located at 2179 S. Queen Street, York, PA 17402.
B. Prospective bidders are required to visit project site. Following this meeting attendees will tour the project area, which will fulfill the required site visit.
1.5 DOCUMENTS
A. Digital Bid Documents: Bidding documents are available at no cost via the PennBid Program. Note that bidders must download documents from PennBid in order to be included on the Bidders List, and to receive subsequent addenda or project-related notifications.
1.6 TIME OF COMPLETION
A. Successful bidders shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time. Work is subject to liquidated damages.
Full and final completion shall be by 7 August, 2026.
1.7 BIDDER'S QUALIFICATIONS
A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, a separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
