The U.S. Department of Agriculture (USDA) National Centers for Animal Health (NCAH) is conducting this Sources Sought to identify small business contractors who possess the capabilities to provide a Temperature Monitoring System (TMS), system to monitor critical laboratory environments, including ultra-low temperature units, refrigerators, freezers, incubators, water baths, CO2 levels, humidity and Ln2 Liquid Nitrogen tanks. The system will require 1,150 temperature probes installed in laboratories, instruments and equipment. The system will require a transmission system that is cellular capable, able to transmit through concrete walls and will span across the entirety of the 520 acre NCAH campus. The USDA will require system training and ongoing oversight of the system, preventive maintenance, operational verification, testing and calibration after installation. If your firm may be interested in this requirement and is a qualified small business for the NAICS code 334290 (800 employees) according to https://www.sba.gov/document/support-table-size-standards and has performed similar projects. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. As permitted by FAR Part 10, this is a market research tool being utilized for informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy for a possible Request for Quotes (RFQ), to be issued later, and in determining whether any type of small business set-aside is possible for this procurement or whether full and open competitive procedures should be utilized.



This notice shall not be construed as a request for quote (RFQ) or as any commitment or obligation on the part of the Government to issue a solicitation. The Government does not intend to award a contract based on this request, so quotes will not be considered. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.



Response is strictly voluntary - it is not mandatory to submit a response to this notice to participate in any request for quote process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitations posted because of this source sought notice.



Submission Instructions: The respondent should email Jason.L.wilking@USDA.gov and provide Company name, point of contact, SAM unique Entity ID and general temperature monitoring system information or other information that may be helpful in developing the acquisition strategy. Responses due, no later than August 10, 2026. 11 am CDT. Late responses will not be accepted. This posting is only market research, and the Government will not entertain any questions.
