Title: COMMUNITY ENGAGEMENT SERVICES
Addenda: 0
Release Date: 10/20/2026
Due Date: 11/13/2026
The City's Neighborhood Development Services (NDS) Department is leading multiple upcoming planning processes that will require significant community engagement. Some plans are closer to starting the engagement process than others; the background and statement of needs indicate known expectations and expect adaptive and iterative consultant support and engagement tools depending on the development of each planning process.
To ensure the selected consultant(s) is/are prepared to provide expert public engagement strategy and substantive engagement support, the community engagement services outlined in this RFP are intended to complement other technical planning services that will be acquired through separate contracts. The Engagement consultant should expect to coordinate extensively with content area experts across plan processes, including various City staff teams and project-specific consultant support.
The City has multiple planning efforts which anticipate needing engagement services including:
Engagement between simultaneous planning processes should be closely coordinated to minimize engagement fatigue and maximize public participation. Communication should consider coordination between projects. For example, staff and consultants at public events should be prepared to direct public response on topics not relevant to the event premise to the most relevant staff and project, so that department coordination mitigates additional effort on the part of the public to participate in simultaneous planning processes.
Due to the iterative nature of multiple planning processes, consultants should expect timelines, project content, and engagement coordination needs to shift as planning progresses.
