NOTICE TO BIDDERS
Englewood Public Library – Interior Renovations

A NOTICE IS HEREBY GIVEN that sealed Bids will be received by the CITY QUALIFIED PURCHASING AGENT for the CITY OF ENGLEWOOD, County of Bergen, State of New Jersey on January 28,2025 at 11:00AM prevailing time and conducted on electronic platform, in accord with N.J.A.C. 5:34-1 et. Seq., on BIDNET at www.bidnetdirect.com//englewood at which time and place the Bid Packets will be publicly unsealed and its contents announced in public for the “ENGLEWOOD PUBLIC LIBRARY – INTERIOR RENOVATIONS”.

NOTE:  It is the bidder’s responsibility to ensure that the bid package is uploaded onto the e-procurement site by the bid opening date and time. Any bid document received after the deadline established by the Department of Purchasing will not be accepted, regardless of the method of delivery.

Separate sealed bids for:

GENERAL CONTRACT:  ENGLEWOOD PUBLIC LIBRARY- INTERIOR RENOVATIONS

All work incidental thereto, including but not limited to the Interior Renovations and as required in accordance with the Project Manual.

Bidders electing to receive the specifications from a third party, or any other service or entity assume the responsibility of ensuring they receive any issued revisions or addenda.

Bids must be accompanied by a guarantee in the amount of 10% of the bid, but not in excess of $20,000.00, in the form of a certified check, cashier's check or bid bond.

Bids must be accompanied by consent of surety regardless of whether a check or Bid Bond is submitted.  The Successful Bidder will be required to furnish an acceptable Performance and Labor and Material Payment Bond.

Bidders must be authorized to do business in New Jersey.   Any Bidder which is a corporation not chartered under the laws of the State of New Jersey, must submit an affidavit certifying that said corporation is authorized to do business in the State of New Jersey.

Bidders must be registered with the Department of Labor and are required to comply with the requirements of Public Law 1999, c.238, “The Public Works Contractor Registration Act”, which became effective on April 11, 2000.

Bidders and their subcontractors must comply with the New Jersey Business Registration requirements.

Bidders shall comply with the requirements of N.J.S.A. 40A:11-2.1 and N.J.S.A. 52:32-55 et seq. (P.L. 2022, c.3) respecting the disclosure of prohibited Russia-Belarus & Iran Investment Activities.

Bidders are required to comply with the requirements of Public Law 1975, c. 127 which pertains to "Non-Discrimination" and "Affirmative Actions", and Public Law 1977, c. 33, which requires a Statement of Corporate Ownership.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et. seq. and N.J.A.C. 17:27.

Contractor shall maintain all documentation related to products, transactions or services under this contract for a period of five (5) years from the date of final payment.  Such records shall be made available to the New Jersey Office of the State Comptroller upon request.  N.J.A.C. 17:44-2.2.

Governor Murphy signed into law S -1442/A-5345, now P.L. 2023, c. 138, which requires public work contractor registration and payroll certification for public work projects to be completed online at https://njwages.nj.gov/ . In addition to receiving certified payrolls via the Hub, agencies must still receive certified payroll via hard copy from contractors and subcontractors.
