Project Description: Westover Municipal Authority (Owner) is requesting Bids for the construction of the following Project: Contract No. W-01-24 Well Tie-in and Treatment Plant Upgrades
Bids for the construction of the Project will be received by Westover Municipal Authority electronically through PennBid (https://pennbid.bonfirehub.com), until 10:00 AM local time, Tuesday, November 19, 2024. At that time the Bids received will be opened and read aloud publicly.
The Project includes the following Work:
Tie-in of the new well to the treatment plant and upgrades to the treatment plant, including and air stripper, small building addition, chemical injection, settling basin, and instrumentation. Bids are requested for a single Contract: Contract No. W-01-24 Well Tie-in and Treatment Plant Upgrades
Obtaining the Bidding Documents The Issuing Office for the Bidding Documents is: JHA Companies, 466 South Main Street, Montrose, PA 18801.
Prospective Bidders may examine the Bidding Documents at no cost either electronically at www.PennBid.bonfirehub.com or at the Issuing Office, Monday through Friday, 8:00 AM to 5:00 PM. Bidding Documents may be obtained at no cost electronically at www.PennBid.net. Additionally, Contract documents may also be reviewed, by appointment, at the office of the Westover Municipal Authority,143 Tannery Road, Westover, PA 16692; 814-247-8814.
A pre-bid conference for the Project Bidders only will be held Wednesday, November 6, 2024, at 10:00 am. The meeting will be at the water treatment plant at 657 Mary Street, Westover, PA 16692. Attendance at the pre-bid conference is not mandatory.
The project is being financed by an Appalachian Regional Commission and Clearfield County CDBG funds. Bidders are required to adhere to the following funding requirements –
• MBE/WBE • HUD Section 3 • Civil Rights • E-Verify • Davis Bacon
Minimum Wage Rates shall be United States Department of Labor, Davis-Bacon Act Determinations.
