SECTION 1 - Overview and Schedule
A. Goal of this Procurement/Business needs:
The Pease Development Authority (herein called the "Authority" or "PDA") is soliciting and
accepting Requests for Bids ("RFB" or "Request") from qualified Contractors who are interested
in furnishing, delivering, and installing a complete 1-ton overhead jib crane system with electric
hoist.
The Authority is an agency of the State of New Hampshire by virtue of the provisions of New
Hampshire RSA chapter 12-G. The purpose of the Authority is to foster and promote the
redevelopment of the former Pease Air Force Base ("Pease") and to promote, oversee and integrate
the development and conversion of Pease to civilian use, in all respects for the benefit of the
economies, environment and quality of life of the City of Portsmouth, the Town of Newington, the
seacoast region, and the State of New Hampshire, and for the improvement of their wealth and
prosperity, including the creation of employment and other business opportunities. In addition,
the Authority oversees Skyhaven Airport in Rochester, New Hampshire. Lastly, the Authority
promotes the ports of New Hampshire for the benefit of the seacoast region and all of the citizens
of New Hampshire, as well as to promote and develop New Hampshire ports that they remain
working ports with due consideration given to the commercial, recreational, and private interests
associated therewith. See N.H. RSA 12-G:1; N.H. RSA 12-G:7; and NH RSA 12-G:43.
A mandatory pre-bid meeting will be held on Tuesday May 19, 2026, at 4:00 P.M. This will be
the only time available for Contractors to tour the specific locations that are designated under this
agreement. The tour will commence at 1 Peirce Island, Portsmouth, NH. Please RSVP to
bids@peasedev.org by 4:00 P.M. local time on Monday May 18, 2026, with your company name
and the names of the representatives planning to attend the pre-bid meeting.
The Contractor shall furnish, deliver, and install a complete 1-ton electric jib hoist for outdoor use
at the Portsmouth Commercial Fish Pier, Portsmouth, New Hampshire. The system will support
commercial fishing operations and must be suitable for continuous exposure to a marine
environment.
The resulting contract from this procurement shall be to furnish, deliver, and install one (1), electric
jib hoist. The completion date for having the hoist delivered and installed shall be no later than
September 15, 2026.
B. Procurement Schedule
The following table provides a schedule of events for this Request through contract finalization
and approval. The Authority reserves the right to amend this schedule at its sole discretion and at
any time through a published Addendum.

C. Vendor Instructions
As used herein
* "Vendor" means a person or entity who offers products or services for sale. "Contractor"
as used in this document is synonymous with "Vendor".
* "Request for bids", shall mean this Request, namely the document or communication
authored by or on behalf of the Authority to prospective vendors outlining the Authority's
requirements for a proposed purchase and soliciting within a designated timeframe bids
from prospective Vendors setting forth one or more of the following: the goods to be
provided by Vendor, cost, due date for delivery, or other terms of purchase.
* "Selected vendor" means the qualified, responsive, and responsible bidder whose bid has
been identified and approved by the Authority as being most advantageous to the
Authority.
Interested Contractors must read the entire Request and submit the required documents in the
manner specified in the Request. Contractors are responsible for reviewing the most updated
information related to this RFB before submitting bids.
Interested Contractors are advised to familiarize themselves with the purchasing-related Bylaws
enacted by the Authority's Board of Directors, as may be amended from time to time, and as
incorporated herein by reference. Those Bylaws are available by request.
By submitting a bid, each Contractor irrevocably accepts the Authority's requirements, terms, and
conditions set forth herein.
SECTION 2 - Requirements and Product Specifications
This procurement requires the Contractor to furnish, deliver, and install one (1) electric jib hoist
for outdoor use at the Portsmouth Commercial Fish Pier per the following specifications. The
system shall support commercial fishing operations and must be suitable for continuous exposure
to a four-season marine environment.
The system shall be fully operational upon completion and compliant with all applicable safety
and regulatory standards.
1. SCOPE OF WORK
The Contractor shall provide:
* Supply of one (1), 1-ton overhead electric jib hoist

* All associated components (mast, boom, bearings, base plate, fasteners, anchor bolts,
etc.)
* Electrical system (220V, single-phase)
* Delivery to site
* Full installation, including anchoring and alignment, on the wooden pier
* Load testing, commissioning, and certification
* Operator documentation and manuals
2. APPLICABLE STANDARDS
All equipment and installation shall comply with:
* 29 CFR 1910.179 - Overhead and Gantry Cranes
* ASME B30.2 - Overhead and Gantry Cranes
* Applicable OSHA, ANSI, and local/state codes
* Manufacturer's engineering and installation requirements
3. TECHNICAL SPECIFICATIONS
3.1 General Description
* Type: Free-standing, base plate mounted jib crane
* Configuration: Floor-mounted with full 360 degrees rotation capability
* Duty: Industrial material handling
3.2 Rated Capacity
* Capacity: 1 Ton (2,000 lbs.)
The crane shall be designed to accommodate:
* Hoist and trolley weight allowance (~15% of rated capacity)
* Impact allowance (~25% of rated capacity)
3.3 Geometry
* Hub Height: 20 feet
* Span: 12 feet
* Rotation: 120 degrees continuous
3.4 Structural Components
Mast:
* Heavy-wall steel pipe or equivalent structural section
* Designed for base plate mounting with anchor bolts

* Typical beam sizes per manufacturer standard (e.g., W6 to W24 sections depending on
loading and span)
* Designed for powered hoist/trolley operation

* Reinforced base plate with triangular gussets to minimize deflection
* Anchor bolt pattern per manufacturer design
3.5 Bearings and Rotation System
* Top pivot and trunnion assemblies equipped with precision tapered roller bearings
* Designed for smooth, low-effort rotation and long service life
3.6 Manual Rotation System
* Manual rotation system

3.8 Hoist and Trolley Compatibility
* Crane shall include electrically powered hoist and trolley systems (Stuart rush, Air star
SKU# 7402d74 or approved equal)
* Provision for electrification (collector assembly or festoon system)
* Movable trolley stops included
3.9 Safety Features
* Head retaining pin to prevent accidental dislodgement
* Structural safety factor per manufacturer design
* Smooth load handling to reduce shock loading
* Clearly marked rated capacity signage

3.10 Installation Requirements
The Contractor shall:
* Verify the structural adequacy of the existing pier or mounting structure to support all
imposed loads, including crane self-weight, rated load, impact loads, and dynamic forces
* Provide a structural assessment, signed and sealed by a licensed professional engineer,
confirming suitability of the mounting location
* Identify and include any required structural reinforcements or modifications
necessary to ensure safe crane operation
* Furnish and install all required anchoring systems, including anchor bolts, embedments,
and connection hardware suitable for marine and pier applications
* Ensure proper installation, alignment, and secure attachment of the crane to the pier
structure
* Plumb mast and align boom
* Ensure smooth rotation without drift or binding
* Ensure appropriate electrical installation and connection suitable for a marine
environment by a licensed electrician
Structural Integrity Requirement:
The mounting surface and supporting structure shall be capable of safely resisting all applied
loads with appropriate safety factors in accordance with applicable codes. Any deficiencies
identified shall be corrected prior to crane installation.
3.11 Testing and Certification
* Perform load testing at 125% of rated capacity (or per applicable code)
* Provide certification documentation
* Ensure compliance with OSHA and ASME standards
4. DELIVERY & INSTALLATION LOCATION
Portsmouth Commercial Fish Pier
One Peirce Island, Portsmouth, New Hampshire, USA
Specific installation location to be reviewed and discussed at pre-bid meeting.
Contractor shall coordinate all logistics, access, and site conditions.
5. SUBMITTALS REQUIRED WITH BID

* Compliance with all specified standards
8. BID REQUIREMENTS
Bids shall include:
* Lump sum cost (equipment + delivery + installation + certification)
* Breakdown of major components
* Lead time
* Exceptions (if any)

SECTION 3 -- Contract Terms and Conditions
A. Non-Exclusive Contract
Any resulting contract from this procurement will be a non-exclusive contract. The Authority
reserves the right, at its discretion, to retain other contractors to provide any of the services or
deliverables identified in this procurement or make an award by item, part or portion of an item,
group of items, or total bid.
B. New Hampshire Law Applies
This Request, bids submitted in response to this Request, and any contract resulting from this
Request shall be governed by the laws of the State of New Hampshire and, to the extent applicable,

federal law. Any and all relevant provisions of law required to appear in this Request are hereby
incorporated by reference. By submitting a bid, the Vendor irrevocably submits itself to personal
jurisdiction in New Hampshire.
C. Standard Contract Terms
The Authority will require the selected Vendor to execute a contract using Authority's terms and
conditions attached herein as Appendix B.2 In no event is a Vendor to submit its own standard
contract terms and conditions as a replacement for the Authority's terms in response to this
Request. Deviation from the Authority's will be very limited as many of the provisions are required
by law or represent longstanding Authority policy and/or practices. Vendor is required to state
any exceptions to the terms and conditions in Appendix B at the time and as part of the Vendor's
bid, failing which any exceptions to the Authority's terms and conditions shall be deemed waived
by the Vendor.
The terms of this Request and the selected Vendor's bid will be used to form the terms of any
resulting contract. The resulting contract may incorporate some or all of the selected Vendor's
bid.
D. Insurance
The selected Contractor will be required to meet the Authority's minimum insurance requirements
as outlined in Appendix C. The selected Contractor will also be required to provide proof of
insurance by way of a certificate of coverage satisfactory to the Authority outlining all required
lines of insurance coverage, required coverage dollar amounts, that said coverages are primary and
noncontributory, and waiver of subrogation. An example insurance certificate is included within
Appendix C.
E. Indemnification
The resulting contract from this Request shall normally include language consistent with the
following indemnification provision:
The Vendor shall defend and indemnify the Pease Development Authority and the State of
New Hampshire, their officers, board members, agents, and employees (the "Indemnitees")
from and against all losses, suits, claims, liabilities, penalties, fines, judgments, costs, and
expenses, including without limitation attorneys' fees, consultants' fees, and experts' fees
arising out of, or in any manner predicated upon personal/bodily injury, death, or property
damage resulting from, related to, caused by (or which may be claimed to be caused by),
or arising out of (or which may be claimed to arise out of) the Vendor's performance of its
obligations under this Agreement; or which is caused in whole or in part (or which may be
claimed to be caused in whole or in part) by any negligent or willful act or omission of the
Vendor, its subcontractors, anyone directly or indirectly employed by either the Vendor or
its subcontractors, or anyone for whose acts any of the foregoing may be liable. The

agreements contained in the preceding sentence do not extend to claims for damages caused
by gross negligence or willful misconduct of the Indemnitees without contributory fault on
the part of any person, entity, or corporation.
In any and all claims against the Indemnitees or any one of the Indemnitees by any
employee of the Vendor, its subcontractors, anyone directly or indirectly employed by an
employee or subcontractor of the Vendor, or anyone for whose acts of such employees and
subcontractors may be liable, the indemnification obligation shall not be limited in any way
by a limitation on the amount of damages, compensation or benefits payable by or for the
Vendor or any subcontractor under workers' compensation acts, disability benefit acts or
other employee benefits acts.
In the event that any action or proceeding is brought against the Indemnitees or any one of
the Indemnitees by reason of any matter for which the Vendor has hereby agreed to defend
and indemnify, the Vendor, upon notice from the Indemnitees or any one of them,
covenants to resist or defend such action or proceeding with counsel acceptable to the
Indemnitees or any one of them as the case may be.
Notwithstanding the foregoing, nothing herein shall be deemed to constitute a waiver of
the sovereign immunity of the Pease Development Authority or the State of New
Hampshire which is hereby reserved to Pease Development Authority and the State of New
Hampshire.
The provisions of this indemnification shall survive the expiration or termination of this
Agreement, and the Vendor's obligations hereunder shall apply whenever any one of the
Indemnitees incur costs or liabilities described above.
SECTION 4 -Request for Bid Process
A. Submission, Deadline, and Location Instructions
Any bid submitted pursuant to this Request, and any questions submitted in response to this
Request, must be received by the Authority no later than the time and date specified in the table of
Procurement Schedule Section above. Responses may be submitted by U.S. Mail, Delivery
Services, or In Person, and must be addressed to:

accepted or evaluated except for good cause shown as determined in the Authority's sole
