Project Description: Sealed Proposals will be received electronically via PennBid until 2:00 p.m. prevailing time 4 Sept, 2025, at which time they will be opened with the results displayed publicly on PennBid. Sealed bids shall be submitted electronically via the PennBid Program at www.pennbid.net.
The Proposal must cover all labor, equipment, materials and all other costs incidental to the work and construction of:
MADISON STREET PAVING PROJECT (N 12TH ST. – N. 11TH ST.)
CONTRACT C-2-25-E
Mobilization to site
Mill and prep 5.5”
Superpave asphalt, base course, PG 64-22 Superpave asphalt, wear course, PG 64-22 100 Linear Ft. sealant material
Executed work completion is requested as no later than 1 November 2025, to avoid potential pavement plant closures due to lower temperatures.
Contract Documents, including Drawings, Technical Specifications for the work done are available on the PennBid platform at www.pennbid.net.
A certified check or bank draft, payable to the order of the City of Lebanon, Negotiable U.S. Government Bonds (at par value), or a satisfactory bid bond executed by the Bidder and an acceptable surety in an amount equal to fifteen percent (15%) of the total bid shall be submitted with each bid. Bids must be submitted unconditionally. No bidder may withdraw sixty (60) days after the scheduled closing time for receipt of bids.
Attention is called to the fact that there is a requirement for minimum salaries and wages to be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
The contract will be awarded to the lowest responsible bidder, but the City of Lebanon reserves the right to accept or reject any or all proposals submitted.
SECTION 3 PROJECT – NOTICE IS HEREBY GIVEN THIS IS A SECTION 3 PROJECT OF THE HOUSING AND URBAN DEVELOPMENT ACT OF 1968, AND MUST, TO THE GREATEST EXTENT FEASIBLE, UTILIZE PROJECT AREA BUSINESSES LOCATED IN OR OWNED IN SUBSTANTIAL PART BY PROJECT RESIDENTS.
Bids may be held by the City of Lebanon for a period of sixty days (60) from the date of the opening of bids for the purpose of reviewing the Bids and investigating the qualifications of Bidder, prior to the awarding of the Contract. Contractor will have 60 days from the date of the notice to proceed to complete the work.
The City of Lebanon has established minimum levels of participation for minority and women business enterprise (MBE/WBE) for each project in each bid category to be used solely as a guide in determining bidder responsibility. The minimum participation level for MBEs is 5% and for WBEs is 3%.
The bidders must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. Those bids submitted without documentation will be considered incomplete and are subject to rejection.
This project is subject to the Build America, Buy America Act (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117 58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.”
The City of Lebanon in accordance with Title VI if the Civil Rights Act of 1964, 78 Stat, 252,42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A. Office of the Secretary, Part 21, Non-discrimination in federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notified all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on grounds of race, color or national origin in consideration for an award.
