Description:

The Town of Yarmouth, acting through its Town Administrator, hereby requests the submission of proposals from qualified consultants or agencies for the following activity:

Administration of a Rental Assistance Program in Yarmouth, MA

in accordance with the specifications set forth within the Request for Proposals (RFP) documents. Funds have been budgeted for these services in the amount not to exceed $100,000.  The Town may award funding to more than one proposer.  Funds may only be used for the provision of rental assistance to qualified Yarmouth residents to prevent eviction and homelessness, and for the associated administration of the program.

This solicitation is being conducted in accordance with the provisions of Massachusetts General Law, Chapter 30B, Uniform Procurement Act, and all contracts must be strictly awarded in accordance with the requirements of this Act. The Town has no discretion under the law to consider proposals that fail to comply with those requirements, except for minor informalities as permitted by MGL Chapter 30B Section 5(f). If it becomes necessary to revise any part of this RFP or otherwise provide additional information, an addendum will be issued to all prospective proposers who received copies of the original request.

RFP documents containing complete information and submission requirements will be available beginning at 8:30 a.m. on November 3, 2025, on the Town of Yarmouth website at www.yarmouth.ma.us/bids.aspx.

Interested parties are responsible for checking the website for any addenda or updates.

Responses to the RFP must include a separately sealed Technical Proposal and Price Proposal. Submissions must follow the instructions and requirements provided in the RFP; failure to do so may result in disqualification.

Proposals must be received in the required format at the Affordable Housing/CDBG Office, Yarmouth Town Hall, 1146 Route 28, South Yarmouth, MA 02664, by 12:00 p.m. (local time) on November 21, 2025.

The Town of Yarmouth reserves the right to cancel this RFP or reject in whole or in part any and all proposals when cancellation or rejection serves the best interests of the Town.
