Summary

The City of Newport News (the “City”) is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Monday, September 28, 2026 at 5:00 pm (local prevailing time).

The purpose of this Request for Proposals (RFP) is to solicit proposals to furnish/provide event staffing services for special events scheduled throughout the year for the Department of Parks and Recreation. The Department reserves the right to add and remove events, event services and site location as needed.



Background

Due to significant growth in both the number and scope of events coordinated by the Special Events and Promotions Division, additional staffing resources are required to ensure safe and successful execution of each event. The recent acquisition of a STAGELINE mobile stage further demands personnel with specific expertise in its set-up, breakdown, transportation, and maintenance. The City requires a firm that can reliably provide both the necessary number of personnel and the specific skill sets required to support all event operations. For reference purposes, it is estimated that 250 Supervisory and 3,050 support staff hours were utilized over the last year's calendar of events in 2025 through the events that have already occurred in 2026.
