Summary



The Ohio Department of Natural Resources, Division of Oil & Gas Resources Management is accepting bids to provide a refresh to the landscaping in the Division of Oil & Gas Resources Management area. Attached is the requested scope of work and drawings needed.

Name or Title of the Service or Supply : ODNR, Division of Oil & Gas – FY25 DOGRM Area Landscape Refresh

Specifications :
1. Initial cleanup of existing landscape beds including removing fallen leaves and other tree debris, weeds, remaining perennial plant leaves from previous season, and general trash.
2. Provide and install perennial plants in type and quantity as identified in the plant schedule in locations shown on the drawings.  Plants are to replace/supplement existing plants.
3. Provide and install annual plants in type and quantity as identified in the plant schedule in locations shown on the drawings.
4. Provide and install premium dark brown hardwood mulch in all landscape beds.  Mulch to be applied at a minimum 2-inch depth.
5. 1 - Application of a weed growing inhibitor such as Preen in all landscape beds.  Application rate and method in accordance with manufacturer’s recommendations.
6. Landscape Maintenance work items 1 through 5 shall be completed within 14 days of contract execution (receipt of purchase order).
7. Final cleanup of existing landscape beds including removing tree debris, weeds, and general trash.  Final cleanup is to be completed between July 14 and July 19, 2025.

F.O.B. DESTINATION/PRE-PAID/ALLOWED:
The Contractor must provide Deliverables under this Contract F.O.B. Destination/Pre-Paid/Allowed. The place of destination will be specified by the Ordering Agency on the agency’s purchase order or other ordering document. Cost of the freight must be borne and paid by the Contractor unless otherwise stated.
All risk of loss, regardless of the cause, will remain with the Contractor until title to the Deliverable passes to the State. Unless otherwise provided in this Contract, the State will determine whether the Contractor provided each Deliverable required in this Contract and has fully met all work requirements of this Contract. Title to any Deliverables will pass to the State on Acceptance of the Deliverable.

Evaluation:
The contract will be awarded to the lowest responsive and responsible bidder as determined by the State. All Proposals must be submitted through Ohio Buys. Proposals received outside of Ohio Buys will not be considered.

Contract Award:
The contract will be awarded to the lowest responsive and responsible bidder by low lot total.  Low lot total will be determined by multiplying the unit cost by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive

Prior to submitting a bid response, offerors are encouraged to visit the Natural Resources Park, Ohio State Fairgrounds at 717 E. 17 th Avenue, Columbus Ohio 43211. Directions and area map are attached to scope of work.

Once a contract is awarded, failure of the bidder to have become familiar with the facility and requirements of the bid will be insufficient reason to support any request to be released from the contract.
