PART 1. GENERAL
1.1 COMPETITIVE COST SEALED BIDS
Sealed bids for Pump Station Improvements – Permanent and Mobile Bypass Pumps will
be received until Tuesday, June 2, 2026, at 1:00 p.m. at Lowndes County Administration
Building, Utilities Department Conference Room, 327 N. Ashley Street, Valdosta, GA
31601, at which time and place they will be publicly opened and read aloud. Any bid
received after said time and date will not be considered by the Owner. No bid may be
withdrawn after the closing time for the receipt of bids for a period of sixty (60) days except
as specifically may be provided in the Instructions to Bidders and/or by State law.
1.2 SCOPE OF WORK
The Lowndes County Board of Commissioners owns and operates a Sewer Collection
System that receives raw wastewater from residential, commercial, and industrial
customers. Bypass pumping will provide reliability sewer service in the event that the
pump station is unable to perform properly. The work to be completed shall consist of
furnishing all materials, equipment, and any other appurtenances necessary to supply new
bypass pumps at each station. A Purchase Order will be issued by the OWNER for the
design, fabrication, and delivery of the bypass pumps and associated equipment.
Time allotted for completion of work is 150 consecutive calendar days. All Work shall
be completed in accordance with the plans and specifications. The Work will be awarded
in one (1) Contract.
1.3 SPECIFICATIONS AND CONTRACT DOCUMENTS
Complete digital specifications and contract documents are available by emailing Arin

shawn.gell@lowndescounty.com. Requests for Information (RFI’s) shall be submitted in
writing via email to ahowell@cartersloope.com. RFI’s will be accepted until 1:00 p.m.
local time on May 28, 2026.
1.4 PERMITS
No permits are required for this solicitation.
1.5 GEORGIA SECURITY AND IMMIGRATION COMPLIANCE ACT AFFIDAVIT
All qualifying Suppliers providing materials for the Lowndes County Board of
Commissioners must register and participate in the federal work authorization program
commonly known as E-Verify, or any subsequent replacement program, to verify the work

eligibility information of new employees. In order for a Bid to be considered, it is
mandatory that the Bidder’s Affidavit of Compliance with O.C.G.A. §13-10-91 be
completed and submitted with the Bid.
1.6 FUNDING SOURCES
This project is funded in part or whole by the Georgia Environmental Finance Authority
(GEFA) Georgia Fund. All Bidders must comply with 41 CFR 60-4, in regard to
affirmative action, to ensure equal opportunity to females and minorities and will apply the
timetables and goals set forth in 41 CFR 60-4, as applicable to the area of requirements,
including those outlined in Appendix II of 2 CFR 200, as well as existing State public
works construction requirements. Applicable Federal requirements are included in the
contract documents.
1.7 RESERVATION OF RIGHTS
Owner reserves the right to reject any or all Bids, including without limitation, the rights
to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to
reject the Bid of any Bidder if Owner believes that it would not be in the best interest of
the Project to make an award to that Bidder, whether because the Bid is not responsive or
the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent
standard or criteria established by the Owner.
