Summary
The Ohio Fire Academy (OFA) is committed to incremental implementation of NFPA 1851, the Standard on Selection, Care, and Maintenance of Protective Ensembles for Structural Fire Fighting by January 1, 2026. The Ohio Fire Academy is the preeminent firefighter training facility in the state of Ohio. Academy staff plans to implement a comprehensive NFPA compliant program designed to enhance fire instructor and firefighter health and safety, lead implementation efforts across the state, reduce asset management costs, and improve the life cycle of turnout gear. The Ohio Fire Academy maintains approximately 80-90 sets of structural firefighter turnout gear assigned to firefighter instructors who are deployed across the state.

SCOPE Vendor will perform advanced cleaning, advanced inspections, and approved repairs for 90 sets of structural turnout gear (coat and pant) between July 1, 2025, and June 30, 2026, in compliance with current National Fire Protection Association (NFPA) 1851 standards and manufacturer specifications.

MATERIALS Vendor shall be authorized/verified to perform all repairs on the outer shell, thermal liner, and moisture barrier of any manufacturer of structural turnout gear in compliance with NFPA 1851 (2020) standards. Vendor will use only Velcro, thread, patch material, closures, and accessories that meet the manufacturer and NFPA 1851 (2020) standards.

Current State Contract or Agreement. If the products and/or services are currently contracted under a Department of Administrative Services (“DAS”) Contract, State Term Schedule (“STS”), Master Maintenance Agreement (“MMA”) or Master Cloud Services Agreement (“MCSA”), provide the contract number and confirm your quote pricing matches what is listed in the pricing section of the DAS contract.  If the pricing contained in your responsive documents fails to match the DAS contract pricing, your quote may be rejected.
If the product and/or service requested is not quoted from an existing DAS Contract or Agreement, please provide supplier’s Software License Agreement, Maintenance Agreement, and Terms and Conditions documentation when quoting.
If not all products and/or services are referenced on a DAS Contract, please provide two separate quotes: one for products and/or services addressed in the DAS contract and one for the products and/or services not addressed by the DAS contract.
If signature is required for products and/or services not addressed by the DAS contract, please provide the agreement and/or terms and conditions related to the purchase. This includes software license agreements.
