221 Spruce Street, Colwyn, PA 19023 Funded by CDBG Project #50-10A and PENNDOT Liquid Fuels funds.

The scope of work includes the construction/restoration of the roadway including milling/resurfacing the existing roadway, concrete curb, concrete sidewalks, ADA curb ramps, signage/pavement markings and all ancillary work associated with the restoration of Walnut Street. The project comprises of an approximate total of the following items of work:

There is no physical public bid opening for this project, bids will be revealed via the PennBid
website. (https://pennbid.bonfirehub.com).
The Successful Bidder Who Is Awarded The Contract, Will Be Required To Pay “PennBid” A Fee Of 0.0033% (⅓ of 1 percent) up to $5,000 Of The Contract Award Value.
All interested parties must submit questions via PennBid website (https://pennbid.bonfirehub.com/login) by the posted deadline. Bidders are not permitted to contact the Borough Engineer or staff directly.
Bidders are required to submit a surety in the form of a bond or equivalent meeting 10% of the overall bid price in compliance with the contract documents. Bid bonds will be returned to the non-awarded bidders upon the execution of the contract. The successful Bidder shall also be required to provide a Performance Bond in an amount of one hundred percent (100%) of the Contract amount within ten (10) calendar days of receipt of written notice of acceptance of the Bid.
The Bidder's attention is called to the fact that this project is assisted with federal funds, and various federal requirements apply as noted in the bid documents, including but not limited to equal opportunity provisions and Davis-Bacon and Related Acts. Davis-Bacon Provisions are applicable for all contracts over $2,000 in HUD funds. The Section 3 Final rule threshold requirements apply for contracts over $200,000 in HUD Funds. Additionally, this project is subject to BABA project requirements which establish guidelines for using American-made materials in federally funded projects.
Award of Contract will be to the lowest responsible bidder, but the Owner reserves the unqualified right to reject any or all bids and to waive any informalities.
