Project Description: Sealed bids will be received by the Horsham Water and Sewer Authority online at PennBid™ - https://pennbid.bonfire.com until 10:00 A.M., prevailing time on Wednesday, July 23, 2025 at which time the bids shall be opened for:
PFAS Water Service Connections Phase II
Contract No. 25-2
The work to be done under this contract consists of all labor, equipment and materials to construct residential water services from existing water mains owned by Horsham Water and Sewer Authority, including plumbing work by a plumber licensed in Horsham Township, and abandonment of private wells by a licensed well driller, as described elsewhere in the Project Manual and/or shown on the Drawings. The work is contained under one unit price contract.

The Horsham Water and Sewer Authority reserves the right to reject any and all bids for any cause whatsoever, to eliminate any item or items from the contract, to waive any informality in the bids or to make an award to such Bidder who, in the judgement of the Authority makes the most advantageous bid. No Bidder may withdraw their bid within sixty (60) days after the date set for the opening of the bids.
The project is subject to applicable provisions of the Davis Bacon Act, and wage rates issued by the U.S. Department of Labor.
The following professional consultant is responsible to the Authority for the project: Gilmore & Associates, Inc., 65 East Butler Avenue, Suite 100, New Britain, PA 18901.
There will be no pre-bid meeting.
All bids must be submitted in accordance with the Instructions to Bidders.
