Title: Consultant Services for 2026 Regional Imagery Collection

Representing six counties and twenty-two cities as well as special districts in the Sacramento region, this solicitation seeks to contract with aerial imagery providers with the ability to update orthogonal imagery and oblique imagery. Between February and April 2026, the selected consultant will update orthogonal imagery and oblique imagery previously collected by the Sacramento Region Aerial Imagery Cooperative (SRIAC). In addition, this solicitation provides an opportunity to propose alternative solutions for the collection of aerial imagery on behalf of the SACOG region. The contract will be an agreement between SACOG and the contractor. SACOG will provide contract administration services. SACOG reserves the right to award contracts to more than one proposer.
This RFP is a joint solicitation for all participating agencies to eliminate duplicative purchasing processes, increase efficiency for both agencies and contractors, and ensure cost effective pricing.
The contract for the 2026 High Resolution Imagery Collection Project will be executed between SACOG and the selected consultant(s). Changes to the scope of work may be negotiated before the contract is executed.
SACOG will provide contract administration services. The consultant will invoice SACOG for services rendered and SACOG will compensate the consultant for these services as set forth in the agreement. Funding for Aerial Imagery Collection Project will be provided by SACOG through agreements with Sacramento Municipal Utility District, Sacramento Area Sewer District, the counties of Sacramento, Yolo, Placer, El Dorado, and the Cities of Citrus Heights, Elk Grove, Rocklin, Folsom, Rancho Cordova, Sacramento, Woodland, Davis, West Sacramento, and UC Davis. The SACOG Board of Directors will award the contract and project deliverables will be reviewed by the SACOG Project Manager.
This Scope of Work for this RFP is comprised of two (2) parts, Aerial Imagery Collection and Alternative Aerial Imagery Solutions . Proposers may submit proposals for either Part 1 or Part 2, or both parts of the scope. SACOG may award multiple contracts through this solicitation.
SACOG serves as a Joint Powers Agency (JPA) of city and county governments in El Dorado, Placer, Sacramento, Sutter, Yolo and Yuba counties. As the only public agency with members from all 28 jurisdictions in the greater Sacramento region, SACOG plays a unique role as the place where local governments can come together to take on critical issues facing the region and to tackle problems that are too big for any one jurisdiction to solve on its own. SACOG is tasked by state and federal law with long-range planning for the region but also plays an important role in working with local partners to advance more immediate solutions to some of the region’s shared challenges of transportation, housing, air quality, climate change and the protection of the region’s agricultural and natural resources. Since 2008, the SACOG region has performed a collaborative effort to collect aerial imagery on behalf of local governments and special districts. The imagery previously collected has become a central element to many municipal infrastructure management projects. The orthogonal imagery will be used to support a variety of needs within the SACOG Regional GIS Committee including generating new planimetric details for GIS. The data produced from this project will also be used in a number of software systems including ArcGIS, Intergraph, and AutoCAD. All data produced for this project shall meet the standards described in Attachment C to this RFP, “Geospatial Positioning Accuracy Standards Part 3: National Standard for Spatial Data Accuracy.”
