1. The purpose of this Request for Proposal (RFP) is to solicit proposals to establish a Contractor-Pay Contract (Contractor will pay DMA) through competitive negotiations with a qualified source to provide (Operate, Manage and Maintain) a Leisure/Recreation Center with Snack Bar for the Army National Guard Maneuver Training Center (ARNG- MTC), Morale, Welfare and Recreation (MWR) facility. The ARNG-MTC comes under the supervision of the Department of Military Affairs, an agency of the Commonwealth of Virginia. Fort Barfoot is in Blackstone within Nottoway County, VA.
