Procurement Details: This is a Sole Source notice as required by Florida Statutes 287.057(3)(c). This is for the ongoing agreement with Stark Tech Operating Company, LLC an authroized dealer for Schneider Electric Building Automation System.

Term (Years): 5 Years with a 5-year renewal option.

10 Year Estimated Value: $24,730,772.92

Justification: Schneider Electric has confirmed Stark Tech as the regional partner and only authorized dealer of products and services for their BAS system. As a Schneider Electric EcoXpert Partner, they are the only representative in the region staffed, trained, and authorized to provie preventative maintenance and repair services for the Schneider Electric BAS products/systems for the Orlando International Airport.

Greater Orlando Aviation Authority intends to award a procurement as a Single Source Procurement in accordance with its Policy 450.03, and State of Florida Statute 287.057 (3) (c). Any responses received in reference to this Notice will be for the sole purpose of determining whether a competitive procurement is in the best interest of the Authority. This is not a solicitation, and there is not a solicitation available.

A Single Source Procurement is a purchase that is directed to one (1) source because of standardization, warranty, or other factors, which for justifiable reasons, is found to be most advantageous for the Greater Orlando Aviation Authority , even though other competitive sources may be available. A Single Source Procurement is a non-competitive procurement method.

All are encouraged to notify the Purchasing Agent (Agent), stating their company/agency name, address, contact name, contact email, and a statement regarding their capability to provide the requested goods or services. All responses and questions must be in writing, submitted electronically via the OpenGov e-Procurement Platform ("Platform"), by 5:00 pm on Wednesday, July 23, 2025 .

The determination not to compete this proposed action based on the responses to this Notice is solely within the discretion of the Chief Executive Officer for purchases up to $250,000.00, and at the discretion of the Aviation Authority Board for purchases that exceed $250,000.00.
