Sealed bids will be received by the City of Belle, Missouri, 200 East Third Street, Belle, MO 65013, until 1:00 p.m.,

Wednesday, January 14, 2026, and there at said office publicly opened and read aloud for the construction of the

following:

City of Belle Rock Island Trail – 8,750 linear feet of 12-foot-wide trail granular surface, 14-foot-wide trail granular

base, non-woven geotextile separation/drainage fabric, Trailhead Information Board Structure, 4-inch thick

concrete ADA slab-on-grade, 6-inch-thick concrete van accessible ADA parking, 4-inch thick concrete ADA

sidewalk, water bottle filler installation and site restoration.

The Owner reserves the right to reject any or all bids, to waive informalities or irregularities, and to determine the

lowest responsive and responsible Bidder, and to award the contract on that basis.

A Prebid conference will be held at City Hall at 1:00 p.m., on Tuesday, December 30, 2025. All Bidders are

encouraged to attend this meeting.

Not less than the prevailing rate of wages as found by the Department of Labor and Industrial Relations of the

State of Missouri or determined by the courts of appeal, or not less than the federal rates (Davis-Bacon Act)

specified shall be applicable. The higher of State or Federal wage rates are to be paid.

Bids must be submitted for the project on the Bid Form bound in the RFP. Bid Envelope must state “Rock Island

Trail”.

Each bidder must deposit a bid security in the amount, form and subject to the conditions provided in the

Information for Bidders.

Each bidder must carefully consider specific contract requirements, including: conditions of employment to be

observed; Non-Segregated Facilities; E-Verify; MBE and WBE bidders are encouraged to bid.

Federal funds will be used to assist in the development of the project, and all relevant federal, state and local

requirements apply. This project is an equal opportunity bidding event and MBE/WBE firms are encouraged to

respond.

No bidder may withdraw his bid within 90 days after the actual date of the opening thereof.
