Problem Statement: Despite a high demand for skilled labor in Ohio’s manufacturing and construction sectors, there
is a critical shortage of qualified workers. This gap is widened by a lack of early exposure to skilled trades, resulting in a shrinking talent pipeline that threatens the state's industrial growth and economic stability.
I. The Ohio Department of Youth Services (DYS) is facing a fundamental shift in its population dynamics that requires an immediate redesign of vocational services. II. Ohio is currently experiencing an unprecedented "talent gap." As of 2025, the state’s economic growth is outpacing the supply of credentialed workers. III. This proposal directly supports the Ohio Workforce Initiative, spearheaded by the Governor's Office of Ohio Workforce Transformation. By expanding DYS vocational programs, we align with the initiative’s core pillars: IV.
