Bid Description:
The State is looking for a community partner organization to provide health navigation, health promotion, and/or mental/emotional wellness services to Office of Refugee Resettlement (ORR) eligible populations. Eligible populations include refugees, asylees, Cuban or Haitian entrants, Special Immigrant Visa (SIV) holders, Afghan and Ukrainian humanitarian parolees, victims of trafficking, Vietnamese Amerasian immigrants and secondary migrants in Vermont. For this document, eligible persons will hereafter be referred to as “refugees.” The area of service is statewide with a focus on regions where eligible refugees are living. (Areas of significant resettlement currently includes Chittenden County, Rutland County, Bennington County, and Windham County.)

Special Instructions:
The term of the grant arising from this request for proposal will be for 1 year, with an estimated grant start date of January 1, 2025. The grant may be renewed for two (2) additional one (1) year terms at the discretion of the State if federal funding is available and refugee health needs stay the same. The state expects the first one-year grant costs to be $175,000. State will accept bids that are below this amount, but not above.

Bidder Questions: Any vendor requiring clarification of any section of this proposal must submit specific questions in writing according to the Schedule of Significant Dates set forth on the Cover Page of this proposal. Questions must be e-mailed to Allison.Perline@vermont.gov. All bidder questions must be received by no later than October 30, 2024 at 4:30 PM. Any question not raised in writing on or before the last day of the initial question period is waived. Responses to the questions submitted will be posted to the Electronic Bulletin Board website at http://www.vermontbidsystem.com, on or before November 1, 2024.
