Bid Type: Job Contract Locations: Lamoille Keywords: Salvage Services Bid Description: TOWN OF WOLCOTT ADVERTISEMENT FOR BIDS DEMOLITION AND SITE STABILIZATION OF FLOOD-DAMAGED RESIDENTIAL PROPERTY AT 462 SCHOOL STREET, WOLCOTT, VT 05680 Notice The Town of Wolcott (owners) is requesting proposals from qualified contractors for demolition and site stabilization of flood-damaged property at 462 School Street, Wolcott, VT 05680 The Town of Wolcott is participating in the Flood Resilient Communities Fund which provides funding to towns to purchase and demolish properties damaged in natural disasters. This is a state funded program administered by the State of Vermont, Department of Emergency Management. Contractors will provide their competitive bid to demolish and/or remove all improvements, including but not limited to, septic systems, water wells, buildings, foundations, electrical and phone lines, pavement, fuel tanks, debris and household hazardous materials. All asbestos-containing material shall be abated by a firm licensed to do such work in Vermont in accordance with Vermont rules prior to demolition. Contractors are responsible for returning the project site to a smooth, graded, stabilized and vegetated condition that is in accordance with all applicable federal, state and local statutes and regulations. The Town of Wolcott reserves the right to select the most qualified proposal and may not necessarily select the lowest price. The Town may select individual contractors, depending on proposals received and by determining the best overall value to the town. Bidding Documents Prospective bidders may obtain the Bidding Documents from the Town of Wolcott at 28 Railroad Street, Wolcott, VT or on their website at Wolcottvt.org. The owner will not be responsible for full or partial sets of bidding documents, including addenda, if any, obtained from sources other than the Town of Wolcott. Pre-bid Conference A mandatory pre-bid conference will be held at 462 School Street in Wolcott, VT on Thursday, October 31st at 9:30 am. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference. Proposals for demolition and site stabilization will be received at the Wolcott Town Offices located at 28 Railroad Street or PO Box 100, Wolcott, VT 05680, by sealed bids only, until Wednesday, November 6th at 4:00 pm. Proposals received will be publicly opened and read aloud at the Wolcott Selectboard meeting at 6:10 pm. A tabulations of the Bids will be made available to Bidders after the opening of proposals. Demolition Completion Demolition and site stabilization must be completed by December 31, 2024. Evaluation of Bids & Award of Contractors Owners reserves the right to reject any or all Bids, including without limitation, nonconforming, non-responsive, unbalanced, or conditional Bids. Owners reserves the right to waive all minor Bid in-formalities in their sole opinion. In evaluating Bids, Owner will consider whether the Bids comply with the prescribed requirements, and such alternates, unit prices, and other data, as may be requested in the Bid Form or prior to the Notice of Award. For the determination of the apparent low Bidder when unit price bids are submitted, Bids will be compared based on the total of the products of the estimated quantity of each item and unit price Bid for that item, together with any lump sum items.
