The County of Orange, OC Community Resources (hereinafter referred to as “County”), is soliciting proposals (hereinafter referred to as "Proposal(s)" or "Application(s)" from qualified firms (hereinafter referred to as “Applicant(s)”) for WIOA Title I - Career Services for Adult and Dislocated Worker. Applicants must meet the minimum qualifications and requirements as set forth within the Request for Proposal (RFP) and be capable of providing services identified in the Scope of Services herein.
Applicants must provide career services for the following WIOA populations:
• WIOA Adult Program
• WIOA Dislocated Worker Program
The proposed schedule below is subject to change. Any changes to the schedule for the RFP process will be issued to all Applicants via addenda on the County's eProcurement Portal.
This is a fully electronic Request for Proposals (RFP). Applicants must submit their proposals online via the County’s online bidding system. Only electronic proposals will be accepted. Facsimile and e-mail proposals will NOT be allowed. All questions or requests for interpretations must be received within this solicitation by Wednesday, November 19, 2025 , before 2:00 pm as specified in the solicitation. Applicants are not to contact other County personnel with any questions or clarifications concerning this solicitation. Verbal clarifications or responses will not be considered binding.
The Orange County Workforce & Economic Development Division (WEDD) oversees Workforce Innovation and Opportunity Act (WIOA)-funded projects and workforce services designed to help individuals achieve economic self-sufficiency through training and job placement. In partnership with the Orange County Workforce Development Board (OCWDB) and the County Board of Supervisors, WEDD currently operates through two Orange County Workforce Solutions Centers in Brea and Laguna Niguel, affiliate locations, and a mobile unit that extends services to underserved and remote communities.
These services include career counseling, job search assistance, resume building, and interview preparation, as along with industry-specific training that equips participants with skills for high-demand sectors. Program services such as On-the-Job Training (OJT), apprenticeships, and work experience provide paid, hands-on learning opportunities. Businesses also benefit from recruitment support, labor market data, and employee upskilling services.
Together, these services ensure access to meaningful employment opportunities that align with local industry needs, particularly in advanced manufacturing, energy, construction, and utilities, healthcare, hospitality and tourism, and information technology.
