LEGAL NOTICE/ PUBLIC NOTICE

The Northwest Suburban Municipal Joint Action Water Agency (NSMJAWA) will receive “ONLINE” bids for “THE MAIN PUMPING STATION BUILDING; HVAC SYSTEM REHABILITATION & MODERNIZATION PROJECT”. Complete set of plan and specifications and contract documents are available for purchase at www.questCDN.com project # 10026648.

A complete set of bid plans and specifications and contract documents are available for review at the NSMJAWA Administration Offices located at 901 Wellington Avenue, Elk Grove Village, Illinois, 60007. “ONLINE” Bids will be received at www.QuestCDN.com Project # 10026648. Work is to start on or around Monday, June 15, 2026.

General HVAC/Mechanical/Electrical Contractors are invited to bid. Bids are due by 11:00 AM local time on Thursday, April 30, 2026, “ONLINE” at www.QuestCDN.com . All bids will then be publicly read aloud at 11:00 AM local time on Thursday, April 30, 2026.

There will be an on-site Pre-Bid meeting at 11:00 AM local time on Tuesday, April 21, 2026, at NSMJAWA Main Pumping Station, 10007 W. Bryn Mawr Avenue, Chicago, IL 60666. The Main Pumping Station is located on the north side of Balmoral Avenue and west of I-294. Attendance is HIGHLY RECOMMENDED.

A HVAC/Mechanical/Electrical construction work contract is intended to be awarded. Bidders will be required to provide Bid Security in the form of a Bid Bond in the amount of ten percent (10%) of the total amount of the bid. Performance and Payment Bonds will be required.

The Project Scope, not inclusive, consists of:

• Remove and dispose of the air handling units and rooftop condensing equipment.

• Remove and dispose of the restricted fresh air and exhaust ventilation systems.

• Replace the outdated equipment with energy-efficient models.

• Upgrade the pneumatic controls to direct digital control (DDC) for better accuracy and system monitoring.

• Optimize the air distribution and temperature regulation throughout all building spaces.

• Enhance the ventilation in compliance with current codes. / Reduce the energy and maintenance costs.

• Increase the system reliability for uninterrupted operations.

• Add cooling to the electrical room by using a variable refrigerant flow system and 5 tons of cooling.

• Replace all air handlers and rooftop condensing units with modern, efficient models.

• Install variable frequency drives (VFDs) on fan motors for energy savings.

• Implement DDC systems for advanced/ flexible control/ Upgrade ductwork/diffusers to improve air delivery.

• Enhance general intake and exhaust ventilation/Add humidity control and advanced filtration as needed.

• Install a rooftop unit (RTU) dedicated to the newly created office space, providing heating, cooling, and

ventilation tailored to office occupancy and comfort requirements.

• Provide and install new Building Automation System.

• Any additional appurtenant work required to make this a well-constructed project, and all required safety

measures and clean-up tasks to insure a successful project.

• The Contractor will work in a deliberate and safe manner. The safety of the public, and the NSMJAWA staff and

the Contractor’s employees is the TOP PRIORITY.

• The Contractor will work in a neat fashion and ensure a clean work environment. The Contractor will properly

clean and dispose of all work debris and neatly store all tools at the end of each workday.

The above-described work will be performed at the NSMJAWA Main Pumping Station Building 941. This Project will be constructed in a logical process developed by the Contractor and approved by the Engineer and NSMJAWA.
