The Ranch Events Complex - Fence Installation
ITB SUMMARY:
To enter into an agreement with a Contractor for the fabrication and installation of decorative metal
security fencing and gates surrounding the new Interim Event Plaza adjacent to Blue Arena and
Pedersen Toyota Center, and a patron area east of Blue Arena at The Ranch Events Complex in
Loveland, Colorado.
A PRE-BID MEETING to familiarize vendors with the location of work will be held on April 3, 2026 at
11:00 AM MT. The Pre-Bid meeting is located at Blue Arena – 5900 Arena Circle, Loveland, CO, at
the primary entrance on the south side of the building.
This Pre-Bid meeting will include a site-tour and will last approximately one (1) hour. Please be sure
you have reviewed this Invitation to Bid prior to the Pre-Bid meeting. Vendors are requested
(not required) to attend and participate in the meeting.

1. GENERAL INSTRUCTIONS FOR BIDDERS:
1.1 Artificial Intelligence (AI) Disclosure:
Portions of this solicitation may have been prepared or modified with the assistance of Artificial Intelligence (AI)
technologies. All such content has been reviewed, verified, and approved for accuracy and compliance by the
Purchasing Agent prior to issuance.
1.2 Bid Preparation:
Bidders are responsible for all costs associated with preparing and submitting their bid. Bids must be
completed in ink or typewritten on County-provided forms and must not include conditions outside the
specifications unless specifically requested. Non-conforming bids may be rejected. All bid prices must be
furnished exclusive of Federal, State, and Local taxes.
1.3 Bid Submission:
Bidders must be registered with BidNet in order to submit a bid; registration is free. Larimer County strongly
recommends bidders register well in advance of the submittal deadline to ensure they have adequate time to
upload and submit their bid.
It is the sole responsibility of the Bidder to ensure all required Bid documents are submitted through BidNet by
the submission deadline. Bids will be time-stamped by BidNet upon receipt; BidNet does not allow for
uploading or submitting Bid documents after the Bid submittals deadline has passed, so allow adequate time to
upload and submit your Bid prior to the deadline. Larimer County will not accept uploads that are “saved” but
not “submitted”. To verify that a Bid has been submitted successfully, Bidders may contact BidNet Support, or
verify, via the Bid Management tab in the Bidder’s account, that the documents are not in “Draft” status.
1.4 Consideration of Bids:
It is understood that Larimer County reserves the right to reject any and/or all bids and to waive informalities
and irregularities in bids, and to accept the bid that, in the opinion of the Larimer County, is in the best interests
of Larimer County. No bid is contingent on the purchase of all items listed. Prices and terms must remain in
effect until a contract has been executed.
If, in the sole judgment of the Board of County Commissioners, the bids are substantially equal, the Board may
grant the contract to a company(ies) located in Larimer County, however this is not applicable in the case that
Federal funds are used.
1.5 Cooperative Use
Other governmental entities may piggyback on the award of this solicitation, assuming the award vendor is
amenable, and should contact Larimer County Purchasing for any necessary procurement documents. The
entity will deal directly with the award vendor concerning the placement of Purchase Orders, freight charges,
contracting and disputes, invoicing, and payment. Larimer County will not be held liable or responsible for any
liability, claims, costs, damages, demands, actions, losses, judgments or expenses incurred by the vendor or
any government entity relating to such use.

1.7 Payment:
Payment for work performed or goods sold to Larimer County can be expected within 30 days after receipt of
the invoice and satisfactory acceptance by the Department receiving the service or goods (unless otherwise
stated and agreed to by County).
1.8 Public Records:
All information submitted in response to this bid is subject to disclosure under the Colorado Open Records Act
(“CORA”).
1.9 Reasonable Accommodations:
Per the Americans with Disabilities Act (ADA), Larimer County will provide reasonable accommodation to
qualified individuals with a disability who need assistance. Services can be arranged with at least seven (7)

“Walk-in” requests for auxiliary aids and services will be honored to the extent possible but may be unavailable

1.10 Regulatory and Legal Compliance Requirements:
No vendor awarded a solicitation will be federally debarred. Such debarment will be checked through the
System for Award Management, at www.sam.gov.
All businesses, organizations, and individuals contracting with Larimer County must comply with Title II of the

The Contractor certifies that by submitting an offer, neither the contractor nor subcontractors, the organization
nor its principals are suspended or debarred or otherwise excluded from procurement by the Federal
government and do not appear on the Excluded Parties List System (EPLS) maintained by the General
Services Administration (GSA).
2. INTENT:
Larimer County is requesting bids from qualified contractors for the fabrication and installation of decorative
metal security fencing and gates surrounding the new Interim Event Plaza adjacent to Blue Arena and
Pedersen Toyota Center, and a patron area east of Blue Arena at The Ranch Events Complex in Loveland,
Colorado.
The project includes a complete code-compliant fence and gate system designed to safely manage event
crowds, provide controlled access, and meet all required life-safety egress standards.
The enclosed plaza area is approximately 89,784 SF with an anticipated occupancy of 5,986 persons, and the
enclosed patron area is approximately 1,600 SF.
All work will be performed in accordance with Attachment A - Drawings, which will be incorporated by
reference and govern in the event of conflict.

3. QUALIFICATIONS:
Qualifications, at a minimum, include the following:
1. Contractor must have a minimum of five (5) years of commercial fencing experience.
2. Contractor must have completed three (3) projects similar to our scope of work within the past 10-years.
3. Contractor must have direct fabrication and installation experience with panic hardware/egress gates.
4. SCOPE OF WORK:
The Contractor will provide all labor, materials, equipment, supervision, and coordination necessary to deliver a
complete and fully functional installation. This is a turnkey project. All components required for a complete and
code-compliant system must be included in your BID PRICE.
4.1. Fence System
Provide and install all security fencing per Attachment A - Drawings.
4.1.1. Fence will rack to follow grade.
4.1.2. Posts will be installed plumb, true, and properly anchored.
4.1.3. Fence will comply with Section 323119 – Decorative Metal Fences and Gates.
4.2.Gate System
Gate quantities and types will include all gates identified in Attachment A - Drawings, including pedestrian,
service, fire access, hydrant access, and security/egress gates of varying widths.
Each gate will include all required:
4.2.1. Panic hardware.
4.2.2. Closers.
4.2.3. Locking systems.
4.2.4. Knox Box access (where indicated).
4.2.5. Code-required signage.
4.3. Hardware
All gate hardware will meet project specifications as described in Attachment A - Drawings and include:
4.3.1. Panic exit devices.
4.3.2. Door closers.
4.3.3.Hinges and cane bolts.
4.3.4. Locking/trim hardware.
4.3.5. Hardware and fence systems shown in Attachment A - Drawings establish the performance and quality
standard.
4.4. Materials & Finish
Fence and gate systems will match the existing campus standard as defined in Attachment A - Drawings,
including:
4.4.1. Material type.
4.4.2. Profile and spacing.
4.4.3. Finish and coating system.
4.5. Drainage Swale Construction
Fence installation along the drainage swale will be completed using hydrovac excavation to minimize
disturbance to recently placed material. The Contractor will restore disturbed material to its original condition
and maintain compaction and grading.
4.6. Contractor Responsibilities
The Contractor will:
4.6.1. Review all plans and specifications prior to bidding.
4.6.2. Submit shop drawings for Owner review prior to fabrication.
4.6.3. Coordinate with Ranch staff for access and staging.
4.6.7. Protect all existing infrastructure.
4.6.8. Maintain safe site conditions at all times.

4.6.9. Leave the site secure and event-ready at the end of each workday.
4.6.10. Provide all required equipment, materials, and labor necessary for fabrication and installation.
4.7. Utilities & Field Conditions
4.7.1. Contractor will locate all utilities prior to excavation.
4.7.2. Contractor will provide minor post alignment adjustments required to avoid utilities will be included in the
bid.
4.7.3. Any conflicts will be coordinated with the Owner prior to installation.
4.8. Pre-Fabrication Submittals
Prior to fabrication and installation, the contractor must submit:
4.8.1. Fence layout shop drawings.
4.8.2. Gate shop drawings.
4.8.3. Confirmation of hardware specifications.
4.8.4. Product data/cut sheets.
4.8.5. Installation methodology.
4.8.6. Project schedule.
4.9. Construction Constraints
This project is located on an active event campus.
Contractor will:
4.9.1. Coordinate work around scheduled events.
4.9.1.1.The event schedule will be provided prior to construction and may be updated.
4.9.2. Comply with defined work hours (to be provided to the awarded contractor).
4.9.3. Maintain safe public access at all times.
4.9.4. Secure all open excavations daily.
4.10. Anticipated Project Timeline
4.10.1. Construction Start - no later than June 15, 2026.
4.10.2. Project Completion - no later than July 24, 2026.
5. INSURANCE REQUIREMENTS:
BEFORE submitting your company bid, confirm with your insurance carrier that your company can meet the
insurance requirements published in the solicitation. Your company insurance coverages should be correctly
noted in the most current Evidence of Coverage (EOC). NOTE: All Larimer County contracts require that the
Award Vendor possess appropriate insurance at all times during the contract; these coverages are purchased
at the company's expense. The County’s insurance requirements may necessitate a company adding or
increasing coverage/limits, and those changes may impact pricing for the proposed project. These costs must
be included in your pricing at the time of submission and will not be permitted to be added later.
5.a. INSURANCE REQUIREMENTS:
Prior to commencement of any work, contractor/vendor shall provide a Certificate of Insurance issued to
Larimer County, 200 West Oak St., Suite 4000, Fort Collins, Colorado 80521 as the Certificate Holder. The
insurance required herein shall be procured and maintained in full force and effect for the duration of the
Contract or Agreement and shall be written for not less than the following amounts, or greater if required by
law. Such certificate shall be delivered to InsuranceCert@larimer.org.
