2026 LANDFILL GAS COLLECTION SYSTEM EXPANSION
SOUTH WAKE LANDFILL
Sealed proposals will be received by Wake County in the Finance/Procurement Services Department,
Wake County Justice Center, 2nd Floor, Room 2900, 301 S. McDowell Street, Raleigh, NC 27601,
until 3:00 pm on February 12, 2026 and immediately thereafter publicly opened and read aloud for
providing labor, material and equipment pertaining to the construction of an expansion of the landfill
gas collection system at the South Wake Landfill in Apex, NC. The sealed envelope shall be
addressed to Wake County Finance/Procurement Services, attention of Ms. Melissa England. The
County reserves the right to reject any or all proposals and to waive informalities and irregularities.
A voluntary Pre-Bid Conference will be held at 10:00 am on January 22, 2026 at the South Wake
Landfill administrative office at 6140 Old Smithfield Road, Apex, NC 27539. Questions must be
received by the end of the business day on January 29, 2026.
All work will be in accordance with the Drawings and Specifications which are on file in the Wake
County Facilities Design & Construction Division office at 336 Fayetteville Street, 11th Floor, Raleigh,
NC 27601.
Bids will be received under the Single-Prime bidding method only. Bids must be on the standard form
provided in the Project Manual.
The scope of work includes, but is not limited to, the following: installation of 8 landfill gas extraction
wells and dual extraction wellheads, 3 horizontal collector wells, approximately 3,600 linear feet of
below-grade HDPE collection piping and forcemain/ pneumatic supply piping, and related site work.
The scope of work also includes related surveying, disruption and repair of exposed geomembrane
cap, cleaning of select condensate sumps/wells, as well as erosion and sediment controls.

specifications will be distributed electronically (PDF only).
