Overview

Summary

The City of Norfolk (“City”), acting as the administrative and fiscal agent for the Norfolk Transitional Grant Area (“TGA”) seeks to contract with qualified subrecipients for the provision of core and support services to persons living with HIV/AIDS (“PLWHA”) as determined by the Greater Hampton Planning Council (“Council”) in compliance with the Ryan White Comprehensive AIDS Resources Emergency Act Part A (“CARE Act”)

The Transitional Grant Area (TGA) includes the cities of Chesapeake, Hampton, Newport News, Norfolk, Poquoson, Portsmouth, Suffolk, Virginia Beach and Williamsburg and the counties of Gloucester, Isle of Wight, James City, Mathews, and York in Virginia; and Currituck County in North Carolina.

The purpose of the CARE Act is to provide emergency assistance to local communities to improve the quality and availability of care, treatment, and support services for low-income, uninsured, and underinsured individuals living with HIV/AIDS (“PLWHA”).

Background

The Health Resources and Services Administration (“HRSA”) of the U.S. Department of Health and Human Services is the federal agency managing the CARE Act grants. Services must be compliant with the federal terms and conditions..

To ensure that services align with the National HIV/AIDS Strategy to the extent possible, activities funded by the program focus on addressing four goals:

  1. Prevent new HIV infections
  2. Improve HIV related health outcomes
  3. Reduce HIV-related disparities and health inequities
  4. Achieve integrated coordinated efforts

To achieve these goals, the TGA must ensure that people with HIV are linked to and retained in care and have timely access to treatment and to the support services needed
