This solicitation is to establish Statewide Contract(s) to provide Emergency Remediation Services to
the State of Louisiana for use on an as needed basis. The contract(s) will also serve as Emergency
Contingency contract(s) to be used in the event that an emergency is declared by the Governor of the
State of Louisiana, in accordance with the laws of the State of Louisiana.
The contract(s) shall be effective for a period of 12 months beginning with the date of award. At the
option of the State of Louisiana and acceptance by the Contractor, the contract(s) may be extended
for two additional 12-month periods at the same prices, terms, and conditions. Total contract time may
not exceed 36 months.
The State intends to award multiple contracts to ensure coverage for both large and small losses and
both disaster and non-disaster events. See Attachment B - Specifications, page 2 for definitions.
Bidders may bid on any combination of regions and choose whether to include services for disaster
events, non-disaster events, or both. Awards will be made by region and per event type and shall be
ranked in order of the lowest responsive, responsible contractor(s). Total cost will be determined by
pricing provided on Exhibit 1 and Exhibit 2 for mandatory items in combination with a sealed cost
model for both disaster and non-disaster events. See Attachment B - Specifications, page 3 for
additional details regarding the method of award.

MANDATORY PRE BID CONFERENCE: To be held on March 16, 2026 via Microsoft Teams at
10:00AM Central Time. See Attachment A - Standard Terms and Conditions - Page 2 for additional
information.

Bids shall be accepted from Contractors who are licensed under La. R.S. 37:2150-2192 for the
classification of: Building Construction. Work requiring mold remediation, asbestos removal, or
abatement must be performed by a Contractor or Subcontractor holding the appropriate
classification(s) for such work.
Appendix A - Contractor's License Certification Form must be completed and returned with the bid.
Failure to comply with this requirement will cause your bid to be rejected.
In accordance with La. R.S 37:2165.C anyone objecting to the above classification(s) must send a
certified letter to both the Louisiana State Licensing Board for Contractors and Office of State
Procurement. The letter must be received no later than 10 working days prior to the day on which the
