SECTION I.
GENERAL OVERVIEW
1. Introduction / Background Summary
The Ohio Department of Transportation (ODOT) is responsible for maintaining over 43,000 lane miles of state
highways and interstates. County Transportation Managers (TMs) are frontline leaders who manage highway
maintenance crews operating on 24/7 shifts. These crews perform critical tasks such as roadway maintenance,
snow and ice control, and emergency response to ensure safe and efficient travel across Ohio.
The County Manager Training Program (CMTP) is a cohort-based development program designed for new
Transportation Managers working in county maintenance facilities. The program blends leadership and
interpersonal skills with ODOT-specific operational and systems training, enabling participants to apply learning
directly to day-to-day management in garages and county crews.
2. Parties and Term
The Ohio Department of Transportation is soliciting proposals from qualified firms or organizations (“Proposers”) to
provide leadership training and coaching calls as part of CMTP.
The selected Proposer will enter into an agreement with the Ohio Department of Transportation (“ODOT”), located
at 1980 W. Broad St., Columbus, OH to provide the training services described in this RFP. The executed agreement
will incorporate this RFP, any addenda, and the selected Proposal. The agreement will be effective from the date of
execution through December 30, 2026.
1. Scope of Services
The selected Proposer must have previous experience working with front line managers in a blue collar setting with
24/7 operations.
The selected Proposer will provide the following services as part of CMTP:
• Proposer must provide three (3) in-person training sessions:
o Two required topics: Time Management and Crucial Conversations (how to handle high-stakes,
emotional, and controversial conversations effectively).
o One additional topic selected by the contractor but preapproved by ODOT.
• Each training session provided by Proposer must be a minimum of 2.5 hours in length.
• Each training session must include interactive activities to increase participant engagement.
• Proposer must allow up to 30 participants per session.
• Proposer must tailor training content to blue-collar, safety-sensitive, frontline managers working 24/7
shifts.
• Proposer must deliver training sessions on a schedule preapproved by ODOT at an ODOT facility in
Columbus, Ohio (1980 West Broad Street, Columbus, OH 43223 or 1600 West Broad Street, Columbus, OH
43223).
• Proposer must provide virtual coaching sessions:
o One (1) virtual coaching session per topic following each in-person session.
o Minimum 1 hour per session, with no more than 10 participants per session.

• Proposer must meet with ODOT CMTP Program Management to complete the following:
o A Pre-program meeting with Training Program Managers to confirm topics and agenda.
o A Post-first-session meeting to evaluate and adjust sessions as needed.
• Proposer must attend the CMTP graduation at 1980 West Broad Street, Columbus, OH (date TBD) .
• Proposer must provide a detailed learning summary for ODOT leadership at least one week before CMTP
graduation.
2. Service Level Objectives
• Training sessions are delivered in person at ODOT Facility in Columbus, OH with up to 30 participants
• Coaching sessions provided remotely through Microsoft Teams following each in-person training
session. ODOT will set up and provide the Teams meeting invite to all participants and the proposer.
The proposer must have their camera on during the remote coaching sessions.
• Coaching sessions are provided remotely with no more than 10 participants per coaching call
• Meet remotely with ODOT CMTP Program Manager at least 3 weeks before the start of the program
• Meet remotely with ODOT CMTP Program Manager no more than 2 weeks after the first training session
• Attend CMTP graduation at 1980 West Broad Street, Columbus, OH 43223, date TBD
• Provide learning summary for ODOT Leadership
3. Pricing and Invoicing
Proposer will provide an invoice and summary of tasks completed within thirty (30) days after each training session
and coaching call.
4. Ohio Department of Transportation (ODOT)
• ODOT shall assign a CMTP Program Manager
• ODOT will work with Proposer to schedule training sessions and coaching calls in advance
• ODOT will work with Proposer to communicate with participants
• ODOT will be available for consultation throughout the program
SECTION II.
PROPOSAL SUBMISSION REQUIREMENTS
A. Proposal Submission
All information must be submitted through OhioBuys. The proposal must be prepared and submitted in
accordance with the instructions found in this section and must be received by the Proposal submission
deadline listed in OhioBuys. Proposals received after this date and time will not be reviewed. Material mailed
or submitted separately from the proposal packet will not be accepted or added to the proposal by ODOT
staff.
All materials submitted in accordance with this solicitation become the property of the State of Ohio and
shall not be returned. All materials submitted in accordance with this solicitation shall remain confidential
until Successful Proposer(s) are selected after Phase II at which time all submitted information becomes
part of the public record.

All inquiries must be submitted through OhioBuys. Pre-proposal questions must be received no later than
the close of business the Thursday prior to the scheduled opening date. An addendum being issued is
dependent upon the information received and the impact on the competitive bidding process.
Proposers are NOT to contact any other ODOT office, including District offices, for responses to pre-bid
questions.
SECTION III.
SCORING OF TECHNICAL PROPOSAL
Technical Proposals will be collectively scored by a Proposal Review Team (PRT) appointed by ODOT. For each of
the evaluation criteria given in the score sheet, reviewers will collectively judge whether the technical proposal
does not meet, partially meets, meets or exceeds each criterion, and assign the appropriate point value. The
scoring is by consensus and one official score sheet will be completed for each technical proposal that is scored.
Criteria for Considering the Cost Proposal
The cost proposal will be reviewed by the PRT. The grand total of the Proposer’s cost proposal will be divided by
that Proposer’s final technical proposal score. This compares the cost with the quality of the technical proposal,
which will provide an average cost-per-quality point earned on the technical proposal.
ODOT may, at its sole discretion, negotiate with all technically qualifying Proposers for a revised cost proposal.
Proposers may then: 1) Submit one last and best offer; 2) request that ODOT view its original cost proposal as its
last and best offer; or 3) May formally withdraw from further consideration. The Proposer shall formally indicate its
choice according to directions provided by ODOT at that time. Upon receipt of all last and best offers, ODOT will
then consider those Proposers’ revised cost proposals.
PHASE I: Initial Qualifying Criteria
The proposal must meet all of the following Phase I proposal acceptance criteria in order to be considered for
further evaluation. Any proposal receiving a “no” response to any of the following qualifying criteria shall be
disqualified from consideration.

Technical Performance Scoring Definitions:
“Does Not Meet Requirement”- A particular RFP requirement was not addressed in the Proposer proposal,

“Partially Meets Requirement”- The Proposal demonstrates some attempt at meeting a particular RFP
requirement, but that attempt falls below acceptable level, Score: 6
“Meets Requirement”- The Proposal fulfills a particular RFP requirement in all material respects, potentially with
only minor, non-substantial deviation, Score: 8
“Exceeds Requirement”- The Proposal fulfills a particular RFP requirement in all material respects, and offers
some additional level of quality in excess of ODOT expectations, Score: 10
A technical proposal’s total PHASE II score will be the sum of the point value for all the evaluation criteria. The
review team will collectively score each individual qualifying proposal. Technical proposals which do not meet or
exceed a total score of at least 248 points (a score which represents that the selected Proposer has the capability
to successfully perform the project/program services) out of a maximum of 310 points, will be disqualified from
further consideration, and its cost proposal will neither be opened nor considered. Only those Proposer whose
Technical Proposals meet or exceed the minimum required technical points will advance to PHASE III of the
technical proposal score sheet.
