NOTICE OF REQUESTS FOR PROPOSALS
POLICE PATROL VEHICLE UPFITTING
1) The City of McFarland (hereinafter “CITY”) is soliciting proposals for upfitting two new police patrol vehicles.
2) The required specifications of the vehicle upfitting are outlined in the Specifications Section. Copies of the Request for Proposal are available from the CITY at:

3) All responses shall be submitted to Brian Lee Knox of the City of McFarland on or before, Friday June 20, 2025 at 2:00 p.m. Please submit one (1) electronic copy sent by email to:

4) All responsive proposals shall be reviewed and evaluated by the CITY in order to determine which proposer best meets the CITY’s needs for the vehicle upfitting.
5) The CITY reserves the right to reject any and all proposals or waive any irregularities in any proposal or the proposal process.

In the event that it becomes necessary to revise any part of the RFP, written addenda will be issued.

Qualifications:

|
INTRODUCTION:
The City of McFarland (hereinafter “City”) is soliciting proposals for a qualified vendor to upfit two new, Ford Explorer police patrol vehicles.
SPECIFICATIONS:
• Emergency Lighting System: LED light bars, grill lights, side mirror lights, rear lights, and control units (e.g, Soundoff, Federal, Whelen).
• Siren and PA System: 100W or higher siren amplifier, speakers and handheld control with pre-loaded emergency message(s).
• Radio and Communications: Prewire vehicle for installation of department supplied Motorola APX 4500.
• Computer Mounting/Docking System: Secure mounting system for Panasonic CF-VEK33 Mobile Data Computer. (preferably HAVIS).
• Prisoner Transport Equipment: Rear seat partition for two occupants, window guards, rear door controls disablement.
• Weapon Mounts: Secure rifle and shotgun racks compatible with Mossberg 590 shotgun, Remington 870 shotgun, AR15 style rifle with barrel lengths up to 20 inches.
• Paint and markings: Paint both front and rear doors white and apply standardized department decals and markings.
• Electrical and Safety: Proper wiring, fuse boxes, battery isolators, and disconnect switches. (Disconnect switches should be hidden and accessible without removal of equipment like the spare tire).
• Security and Anti-Theft: Shift Inter-Lock System and Idle Security System (ISS).
• Utility Rear Storage: Metal cargo cover preventing access to the cargo area from the top.
• Steering Wheel Switches: Activates various emergency lighting levels.
• SYNC Fleet Coordination: Vehicles should SYNC via GPS to mirror other patrol vehicles’ lighting patterns.
• Standard push bumper
MANUALS:
In addition to the Owner's Manual, vehicle service manuals (for engine, chassis, and electrical) shall be provided in a book format and/or electronic format. Upfitting diagram or manual detailing equipment operation.

• Itemized Quote that includes all the bid specifications and price.
• Estimated build time after winning bid receives the vehicles.
