Tree Pruning, Removal, & Stump Grinding
ADVERTISEMENT
Ogden City is requesting sealed proposals from qualified Proposers to conduct the services of tree
pruning, removal, and stump grinding within Ogden City limits. All work must meet current
industry standards and all federal, state, and local rules and regulations.
Proposal packets are available and may be obtained by downloading from the Ogden City website
at https://www.ogdencity.gov/264/Purchasing
Proposers are responsible for securing any and all addenda issued.
Sealed responses to this RFP shall be submitted to the Purchasing Office, c/o the Municipal
Welcome Desk, 2549 Washington Blvd 2nd Floor, Ogden, UT, 84401 by October 1, 2026 no later
than 11 AM. LATE PROPOSALS WILL NOT BE ACCEPTED.
Ogden City reserves the right to accept or reject any proposal as it best serves its convenience
and/or is found to be in the best interest of the City.

Tree Pruning, Removal, & Stump Grinding
I. INTRODUCTION
A. Goals/Objectives
Ogden City strives to maintain:
a. A safe urban forest by identifying and addressing hazardous, damaged,
diseased, or dead trees and branches that may pose a risk to the public, property,
streets, sidewalks, utilities, and other City infrastructure.
b. Healthy and properly maintained trees through professional pruning practices
that promote tree health, structural integrity, longevity, and appropriate
clearance.
c. Safe and accessible public spaces and rights-of-way by maintaining appropriate
clearance over streets, sidewalks, trails, signs, facilities, and other public areas.
d. High-quality and professional tree care consistent with current industry
standards, accepted arboricultural practices, and applicable safety requirements.
e. Efficient and timely service that minimizes disruption to residents, businesses,
traffic, City operations, and the public.
f. Clean and orderly worksites through prompt removal of branches, wood, chips,
stump grindings, and other debris generated by tree care operations.
g. Protection of City property and infrastructure by minimizing damage to
landscaping, irrigation systems, sidewalks, curbs, streets, utilities, and
surrounding vegetation during tree care operations.
h. Responsible stewardship of public resources by obtaining reliable, cost-
effective tree maintenance services while preserving and enhancing Ogden
City's urban forest.

B. Contract Award
a. It is anticipated that this solicitation will result in the award of one (1) contract;
however, the City reserves the right to make multiple awards if determined to
be in the best interest of the City.
b. The RFP document and the Successful Proposer's response will be incorporated
into and become part of the final contract.
c. Contract Term - Unless otherwise specified in the Scope of Work, the initial
contract term shall be three (3) years from the effective date of the
agreement. Upon mutual written agreement of both parties, the contract may be
renewed for up to two (2) additional one-year terms, for a maximum contract
term of five (5) years.
i. Renewal is not guaranteed and shall be at the sole discretion of the
City. The City reserves the right to review pricing, market
conditions, and contractor performance prior to exercising any
renewal option.
d. Established Pricing - Ogden City has established the unit prices for services
provided under this contract, as shown in the pricing tables included with
Exhibit A. By submitting a proposal, the Proposer acknowledges and
agrees to perform the services at the established unit prices for the initial
three (3)-year contract term (refer to page 28-29).
II. SCOPE OF WORK or SPECIFICATIONS - Refer to Exhibit A
III. RESPONSE TO RFP
Ogden City is seeking proposals from providers capable of providing all the work
described in the Scope of Work including attachments.
1. Each Proposal must include, as a minimum, the following information:
a. Authorized Representative - Indicate name, address, email and telephone
number of the company submitting the proposal.

b. Include the name and contact information of the person designated as
authorized to contractually bind the offer.
2. Company Qualifications and Experience - Provide information demonstrating your
qualifications, experience, and ability to successfully perform the services required
under this RFP. At a minimum, include:
a. A brief company history, including the number of years the company has provided
professional tree trimming, tree removal, stump grinding, and related arboricultural
services.
b. A description of the Proposer's experience performing work of similar size, scope,
and complexity, particularly work performed for municipalities, governmental
entities, or other public agencies.
c. The name and contact information of the field supervisor or primary field contact
who would be responsible for work performed in Ogden City.
3. Personnel and ISA Certifications - Provide information regarding the personnel who
will be assigned to work for Ogden City, including:
a. Anticipated number of crew members assigned to City work.
b. The number of ISA Certified Arborists or other ISA-certified personnel
employed by the Proposer.
c. Provide the names and current ISA certification numbers of ISA-certified
personnel proposed for work under this contract.
d. Identify the number of ISA-certified personnel who will regularly be present on
site while work is being performed for Ogden City.
e. Provide the qualifications and experience of the proposed crew supervisor(s).
The Proposer shall be responsible for maintaining all certifications required by the
Scope of Work throughout the term of the contract.
4. Equipment, Resources, and Work Methodology - Describe the approach and resources
for completing the work required under this RFP. Include:
a. A list of equipment readily available for work performed for Ogden City,
including, as applicable, bucket trucks, aerial lifts, chippers, stump grinders,
loaders, cranes, traffic-control equipment, and other specialized equipment.

b. A description of how crews and equipment will be assigned and scheduled to
complete City work.
c. The Proposer's general approach to tree trimming, tree removal, stump
grinding, site protection, cleanup, debris removal, and protection of
surrounding City property and infrastructure.
d. A description of safety practices and procedures used when performing work in
public areas and rights-of-way.
e. Any additional resources or capabilities that would assist the Proposer in
successfully completing work for Ogden City.
5. Availability and Response Time - Describe the ability to provide timely and reliable
service to Ogden City. Include:
a. The days of the week and typical hours during which crews will be available to
perform City work.
b. The anticipated amount of notice required to schedule routine work.
c. The anticipated response time for emergency or urgent tree-related work.
d. The ability to provide crews, personnel, and equipment during significant storm
events or other emergencies.
e. Any limitations that could affect the ability to respond to City work requests.
6. References and Past Performance - Provide a minimum of (3) references for contracts
or projects of similar size, scope, and complexity completed within the past (5) years.
For each reference, provide:
a. Name of organization or agency.
b. Contact person's name, phone number, and email address.
c. Contract or project dates.
d. Scope of services provided.
e. Brief Summary of the work performed.
Ogden City reserves the right to contact any or all references and may consider the
Proposer's documented past performance with Ogden City or other entities when
evaluating proposals.
7. Evidence of Insurability - COI, Refer to Ogden City's insurance requirements (as
applicable).

A. Proposals are to be no longer than 20 pages. Double-sided pages count as two pages.
B. For City record-keeping purposes, please do not use spiral or wire binding methods. The
following methods will be accepted:
a. Submitted as loose leaf with binder clip
b. Submitted in a regular 3-ring binder
C. Proposals submitted to Ogden City are considered public records, unless protected within
Utah Code 63G-2-1.
IV. EVALUATION OF PROPOSALS
Proposals will be evaluated in accordance with the criteria listed below:
A. Authorized Representative Information Pass or Fail
B. Evidence of Insurability Pass or Fail
C. Company Qualifications, Relevant Experience, References, and Past Performance
30 Possible Points
D. Personnel, Certification, Equipment, Resources 25 Possible Points
E. Availability and response time 20 Possible Points
F. Work Methodology, Safety, Quality Control 25 Possible Points
A total of 100 possible points may be awarded to one proposal.
The selection committee will primarily be composed of City employees. On occasion,
consultants may be invited to participate in the review.
Note that proposals that are received after the deadline or not conforming to the RFP
requirements may be deemed non-responsive and eliminated. Each Proposer bears sole
responsibility for the items included or not included in the response submitted by that
Proposer.
All proposals in response to this RFP will be evaluated in a manner consistent with the
Ogden City policies and procedures. Ogden City reserves the right to disqualify any
proposal that includes significant deviations or exceptions to the terms, conditions and/or
specifications in this RFP. Ogden City reserves the right to disqualify a proposal due to
any late response, no response or missed deadline.

In the initial phase of the evaluation process, the selection committee will review all
responsive proposals in a cursory manner to eliminate from further consideration proposals
which in the judgment of the evaluation committee fail to offer sufficient and substantive
provisions to warrant further consideration. At the conclusion of this initial phase, finalist
proposals will be selected for detailed review and evaluation.
Ogden City may require an in-person presentation by a Proposer to supplement their
written proposal.
Being selected and entering into an agreement does not guarantee the Proposer will be
extended any specific amount of work.
V. SUBMISSION OF PROPOSALS
A. Deadline: Sealed proposals are due by October 1, 2026, No later than 11 AM.
B. Submittal and Format
a. Copies: Submit four (4) complete, bound copies of your proposal in one sealed
envelope.
b. Envelope Labeling: Clearly indicate the firm's name and project / contract title on
the exterior of the envelope.
c. If using a courier, ensure that the outer packaging is labeled as above to properly
identify your submittal.

C. Delivery and Important Information
a. If the sealed proposal is submitted by mail or other delivery service, it must be
received prior to the submission deadline.
b. The sealed proposal may also be hand-carried to the Municipal Building
Welcome Desk on the 2nd Floor of the same address.
c. No facsimile or email transmittals will be accepted.
d. It is the sole responsibility of those responding to this RFP to ensure that their
submittal is made to the correct location and in compliance with the stated date
and time.
e. City offices are closed on the weekends and observed holidays.
VI. INSURANCE REQUIREMENTS
The successful Proposer shall procure and maintain for the duration of the contract the
required insurance against claims for injuries to persons or damages to property, which may
arise from or in connection with the performance of this agreement. The Contractor shall
pay the cost of such insurance.
A. The amount of insurance shall not be less than:
1. Commercial General Liability: Minimum of $3,000,000 commercial general
liability coverage with $1,000,000 for each occurrence. Policy to include
coverage for operations, contractual liability, personal injury liability,
products/completed operations liability, broad-form property damage (if
applicable) and independent contractor's liability (if applicable) written on an
occurrence form.
2. Business Automobile Liability: $1,000,000 combined single limit per
occurrence for bodily injury and property damage for owned, non-owned and
hired autos.
3.Workers' Compensation and Employer's Liability: Worker's
Compensation limits as required by the Labor Code of the State of Utah and
employer's liability with limits of $1,000,000 per accident.

B. Each insurance policy required by this Agreement shall contain the following
clauses:
1. "This insurance shall not be suspended, voided, canceled, reduced in
coverage or in limits except after thirty days prior written notice by certified
mail, return receipt requested, has been given to the Ogden City
Corporation".
2. "It is agreed that any insurance or self-insurance maintained by Ogden
City Corporation, its elected or appointed officials, employees, agents and
volunteers shall be excess of Contractor's insurance and shall not
contribute with insurance provided by this policy."
C. Each insurance policy required by this Agreement, excepting policies for
Workers' Compensation, shall contain the following clause in a separate
endorsement:
1. "Ogden City Corporation, its elected and appointed officials, employees,
volunteers and agents are to be named as additional insureds in respect to
operations and activities of or on behalf of, the named insured as performed
under Agreement with Ogden City Corporation."
D. Insurance is to be placed with insurers acceptable to and approved by Ogden City
Corporation. Contractor's insurer must be authorized to do business in Utah at the
time the license is executed and throughout the time period the license is
maintained, unless otherwise agreed to in writing by Ogden City
Corporation. Failure to maintain or renew coverage or to provide evidence of
renewal will be treated as material breach of contract.
E. City shall be furnished with original certificates of insurance and endorsements
effecting coverage required within, signed by a person authorized by that insurer
to bind coverage on its behalf. All certificates and endorsements are to be
received by Ogden City before work begins on the premises.
F. City reserves the right to require complete, certified copies of all required
insurance policies at any time.
G. Any deductibles or self-insured retentions must be declared to and approved by
the City. At the option of the City, either: the insurer shall reduce or eliminate
