NOTICE TO BIDDERS
The Black Hawk County Conservation Board gives notice that sealed bids will be
received for the purchase of a New Extend-a-Hoe Wheel Loader Backhoe w/Trade-in
Backhoe. The bidder must be familiar with the specifications and requirements of the
bid proposal and the bidder offers to furnish said items to the County as required in its
bid proposal.
The bidding documents for this project are on file and available upon request at the
Black Hawk County Conservation Board Administrative Office located at 1346 West
Airline Highway, Waterloo, IA 50703. This published notice is an abbreviation of the bid
specifications.
Firms submitting bids must be an “Equal Opportunity Employer” as defined in the “Civil
Rights Act of 1964” and in “Iowa Executive Order Number Thirty-Four.”
Sealed bids must be received no later than 10:00am. on Monday, August 10, 2026, at
the Black Hawk County Conservation Board Administrative Office located at 1346 West
Airline Highway, Waterloo, IA 50703. Each bid is to be clearly marked on the “Form of
Bid” and submitted in a sealed envelope clearly marked “Bid for Purchase of Backhoe
Black Hawk County, IA.”. The name of the company submitting the bid must be clearly
marked on the envelope. All bids must be hand-delivered or mailed to the above
address, and it is the sole responsibility of the bidder to ensure that the bid is received
by Black Hawk County by the specified date and time. Any bid submitted after the
specified date and/or time shall be rejected. NO FAXED OR EMAILED BIDS WILL BE
ACCEPTED UNDER ANY CIRCUMSTANCES.
The bid opening is set for Monday, August 10, 2026, at 10:00am at the Black Hawk
County Conservation Board Administrative Office located at 1346 West Airline Highway,
Waterloo, IA 50703.
The bid hearing is set for Thursday, August 13, 2026, at 5:00pm at the Black Hawk
County Conservation Board Administrative Office located at 1346 West Airline Highway,
Waterloo, IA 50703. No bidder may withdraw his/her bid for at least thirty (30) calendar
days after the scheduled hearing of the bids.
