Project Description: The Maryland Environmental Service (Service or MES) is issuing this Request for Proposals (RFP) to select a suitable Contractor for the purpose of collecting, processing and recycling used motor oil, used oil filter and used antifreeze materials collected throughout the State of Maryland as part of the Used Motor Oil and Used Antifreeze Recycling Program.
