The postings to sam.gov are not RFIs, they are special notifications.

The posting on sam.gov is not a solicitation, it is an invitation for industry partners to provide input to the specification that is being proposed for these items. We realize that industry is our best resource on aspects of manufacturability of the item using the specification. We would appreciate any feedback that you may have that will increase the usefulness of the specification, in light of the limitations below. Please note that any comments provided by industry will be considered “suggested” and there is no obligation for acceptance. With that said, we will provide consideration for any comments, and we try to provide a response to all comments received.

Please refrain from providing comments on aspects that are unique to your organization, as our intention is to promote competition where possible. Also please refrain from suggestions for alternative materials or components. The current design has been tested and found to be acceptable by the user community. Suggestions for alternative materials, components or processes that could delay release of the specification, and therefore the solicitation using the specification, or potentially reduce the openness to competition should be submitted through the standard contracting channels (e.g., Engineering Change Proposals).
